Manileños will finally have a respite from the incessant flooding affecting the streets of Metro Manila every time heavy rains bombard the city during monsoon season

The World Bank (WB) and the Asian Infrastructure Investment Bank (AIIB) will soon infuse the Philippine government with around P23 billion for the Metro Manila Flood Management Project. Bulk of this amount, or P20 billion, will be spent by the Department of Public Works and Highways to modernize 36 existing pumping stations of the Metropolitan Manila Development Authority (MMDA), as well as build 20 additional stations across Manila, Pasay, Taguig, Makati, Malabon, Mandaluyong, San Juan, Pasig, Valenzuela, Quezon City, and Caloocan.

The remaining P3 billion will be allocated to improve the MMDA’s “solid waste collection services, community mobilization and awareness campaigns, incentive-based waste collection, and to purchase more waste collection equipment.”

“With this project, the government is taking an important step in the implementation of the Metro Manila Flood Management Master Plan designed to safely control floods in the national capital region and surrounding areas,” said Department of Public Works and Highways (DPWH) Secretary Mark Villar, in a report by Rappler.

The National Housing Authority (NHA) assures it will resettle displaced informal settlers to be affected by the flood control project as the government looks to clear the waterways of refuse and detritus that are often the cause of flooding whenever there’s heavy rains.

The project is slated to start this year and is scheduled to be completed in 2024.

Aside from building new pumping stations, the flood control project also looks to reduce flooding from river systems that run through the metro by building a dam in the Marikina River catchment area, eliminating long-term flooding the flood plain of Laguna de Bay, improving urban drainage and improving flood forecasting, developing early warning systems and community-based flood risk management.

Globe promotes reducing carbon footprint through bike commuting

Globe Telecom is advocating bike commuting among its employees to help reduce carbon foot print. Globe employees join Bike2Globe launch [via Globe] Called Bike2Globe, the program encourages Globe employees to use bicycles as alternative transportation to cars to help reduce fossil fuel emissions in the environment and combat climate change. “It is Globe Telecom’s advocacy to reduce our impact to the environment and support a low carbon future to address climate change.  We want to extend that to our stakeholders, primarily our employees, and one of the easiest and most effective ways to do it is by promoting the use of bikes,” said Raymond Martin S. Aguilar, Globe Head for Operational Risk Management and Business Protection in a media release. Bike2Globe also supports the UN SDG 11 on making cities inclusive, safe, resilient and sustainable through access to affordable and sustainable transport. Globe employees without their own bikes can avail of the company-provided e-bikes for work-related errands around the Globe offices. The e-bikes use electric motor but can be pedaled manually when the battery runs out. A launch event and motorcade for Bike2Globe was held in Bonifacio Global City to help bring up public awareness on the benefits of riding the bike. Globe connects with MMDA to enhance disaster resiliency in Metro Manila

Globe Telecom is again joining forces with the Metro Manila Development Authority in carrying out the 2017 Metro Manila Shakedrill, aimed at building on the country’s disaster management capacities in the event a 7.2 magnitude earthquake hits the metropolis. Some areas flood-free despite monsoon rains

The town of Sta. Ana in Pampanga can be called a flood veteran. But this year, residents were not gearing up to evacuate their homes even after their province was placed under the state of calamity due to monsoon rains enhanced by Tropical Storm Maring. The secret? A newly build retaining wall along Matubig creek in the town. “Dati ang baha rito hanggang dibdib pero dahil napaayos na ang creek at hindi nag-overflow ito, kaya hindi binaha ang mga taga-Sta. Ana,” Pampanga provincial information officer Joel Mapiles told GMA News Online in a phone interview on Wednesday. The creek’s retaining wall is approximately 200 meters in length and about 1.2 m above the road. Apart from building concrete walls, Mapiles said that the creek has been dredged. “Silted na ‘yung mga water channels sa Pampanga kaya kailangang magkaroon ng dredging and slope protection ang mga water embankment,” he added. On Wednesday afternoon, Pampanga was placed under the state of calamity after a dike in Minalin town was breached on Tuesday, which caused flooding in low-lying areas. Mayor Park Won Soon received a warm welcome from several Metro Manila mayors and Metropolitan Manila Development Authority Chairman Francis Tolentino at the MMDA headquarters in Makati City, in arrival rites complete with a brass band and MMDA employees waving the South Korean flag. In a two-hour meeting with the mayors, Park offered his government’s help to Metro Manila, inviting Philippine officials to come to Seoul for them to learn in detail how the Philippine capital could handle common problems facing megacities, such as traffic jams and flooding. Among the best practices and projects he cited were Seoul’s modern transport solutions, including a 115-kilometer bus transit system, a 327-kilometer urban railway system, and government efforts to make mass transport not only efficient but also environment friendly. SC OKs Aquino appointment of MMDA exec, says ex-official can't have his post back

(Updated 8:43 p.m.) A former general manager at the Metro Manila Development Authority (MMDA) cannot return to his post because his tenure ended when President Gloria Macapagal-Arroyo left office in 2010, according to the Supreme Court. In a 14-page decision penned by Chief Justice Maria Lourdes Sereno, the high court sitting en banc denied a request from former MMDA Assistant General Manager for Operations (AGMO) Emmanuel de Castro to oust Emerson Carlos, who replaced him in the post. Arroyo appointed De Castro to the position on July 29, 2009. More than a year later, on November 2, 2010, MMDA chairman Francis Tolentino issued Memorandum Order No. 24 installing Carlos as officer-in-charge AGMO. Tolentino used as basis for the appointment President Benigno Aquino III’s Memorandum Circular No. 2, which gave non-Career Executive Service Officials (CESO) occupying Career Executive Service (CES) positions only until October 31, 2010 to vacate their posts. De Castro sought clarification from the Career Executive Service Board (CESB), which at the time said the position of AGMO had not yet been classified and could not be considered as belonging to the CES. The CESB said that De Castro, therefore, was not covered by OP Memorandum Circular No. 2. De Castro demanded that he be continuously paid his salary and receive financial benefits as AGMO of the MMDA. EDSA traffic worse today than yesterday

Complaints about the traffic in EDSA are increasing with the situation getting worse more today than yesterday. Over 120,000 cars were sold in 2012 (not including trucks and other vehicles) – just think of the heavy volume of vehicles added to the streets every year. It was really prudent of the government to defer the two-year EDSA rehabilitation plan unless new alternative routes are opened. Yesterday when parts of EDSA were closed for the 27th People Power celebrations, a young businessman spent four hours getting to the airport from White Plains – double the time it takes on a “normal” day. A lot of plans and proposals have been made to address the worsening traffic and the only feasible plan is to build a skyway, plus add more trains on the MRT and lessen the number of buses. Other creative solutions have been tried and tested, but none made remarkable improvements as far as traffic congestion is concerned. Reader Dr. Ron Benitez is suggesting a “brand coding scheme” in addition to the current number coding to ease up traffic – saying his proposal could help drastically reduce the estimated 400,000 vehicles plying EDSA every day. The plan is for every vehicle manufacturer to attend a “lottery” conducted by MMDA or DOTC to draw the day when their respective brands will not be allowed along EDSA.
