Around 12 million devotees from all over the country are expected to join in the nine-day celebration culminating in the Feast of the Black Nazarene from Wednesday, January 1, to Thursday, January 9, the feast proper.

The figure encompasses those who will visit Quiapo Church from January 1 up to January 9.

The Black Nazarene is a wooden sculpture of a dark-skinned Jesus Christ, adorned in heavy velvet embroidered with gold thread and carrying the Cross. Originally one of two statues of Christ brought on a galleon from Mexico, it was believed to have been fair-skinned until a fire that broke out in the ship blackened the wood. The other, more popular statue was destroyed in the Liberation of Manila at the close of World War II.

The highlight of the pilgrimage is the procession on Thursday, (January 9), called the Traslacion, in which the supposedly miraculous image of the Black Nazarene will be transferred from the Quirino Grandstand in Luneta to Quiapo Church. Barefoot devotees will be walking with the image, as a sign of penance and thanksgiving for favors received.

In article posted on the Catholic Bishops’ Conference of the Philippines (CBCP) news website, it was stated that Quiapo Church Rector Rev. Msgr. Clemente F. Ignacio met with the Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC), headed by MMDA Chairman Francis Tolentino, and jointly planned how to manage security, emergency traffic, and crowd control during the Translacion.

In 2013, at least nine million devotees joined the nine-hour procession traversing the three-kilometer route from Luneta to the Basilica in Plaza Miranda.

Green celebration

Meanwhile, environmentalists and community leaders around Quiapo area are calling for green celebration of the feast.

“Combining our people’s amazing devotion to the Black Nazarene with action respecting, nurturing and defending Mother Earth, will be a powerful force of hope and deliverance against those who trash and ruin the environment,” said Tin Vergara, Zero Waste Campaigner of the EcoWaste Coalition.

The call came as devotees began the first of the nine-day novena.

Likewise, barangay leaders urged responsibility in Black Nazarene followers by not leaving their trash anywhere.

In past celebrations, truckloads of garbage were collected in the areas covered by the celebration. This was inclusive of cigarette butts, candy and snack wrappers, plastic bags, cups, bottles and straws, styrofoam containers, and bamboo skewers that often injure the soles of the devotees’ feet. — VC, GMA News

ICRC ship arrives, to give aid to folk in Yolanda-hit Leyte, Samar

TACLOBAN CITY – More aid arrived Saturday for residents affected by Super Typhoon Yolanda (Haiyan), this time from a vessel of the International Committee of the Red Cross bearing food and health care facilities. ICRC spokesperson Atishay Abbhi said the vessel—much of whose equipment is for residents in the Samar area—carried basic health care facilities including a surgical unit and water tank, as well as 20 tons of food. “We initially focused on immediate relief. Now our next step is health,” Abbhi said, noting the vessel is carrying teams of engineers, health experts and even forensic experts to help manage the remains of fatalities. He said the ICRC teams will be working with counterparts in the Philippine Red Cross. Abbhi said the vessel has a surgical unit heading for Samar, as well as materials for restoring water service to Basey also in Samar. “We have a team proceeding to Balangiga to help restore thw water networks,” he said. One of the three 'Ma'am Arlenes' has left the country – Bureau of Immigration

Arlene Angeles Lerma, said to be one of the three “Ma’am Arlenes” alleged as big-time fixers in the judiciary, has left the country, according to the Bureau of Immigration. dzBB reporter Cecil Villarosa reported that based on BI records, Lerma left the country on Wednesday via a Philippine Airlines flight destined for an Asian country. A Supreme Court committee headed by Associate Justice Marvic Leonen is currently conducting a probe on the three “Ma’am Arlenes” who are said to be the judiciary’s own version of alleged pork barrel scam mastermind Janet Lim Napoles. A “24 Oras” report aired Friday said one “Ma’am Arlene” is a clerk of court at the Court of Appeals while another previously worked in Malacañang. The third, meanwhile, is an influential figure at the Manila City Hall. The “Ma’am Arlene” familiar to Manila City Hall employees is said to have close ties with Manila Vice Mayor isko Moreno. — VC, GMA News

Sen. Miriam Santiago asks Senate to include gadget etiquette in Senate Rules

Feisty Senator Miriam Defensor-Santiago filed a resolution seeking to include gadget etiquette in the Senate Rules. “These gadgets can cause disruption and distraction during sessions and committee hearings. Impairing decorum due to their abuse and misuse can be considered unparliamentary acts,” Santiago said in a statement released Saturday. On Sept. 3, Defensor-Santiago filed Senate Resolution No. 228, recommending the Senate revise and update its Rules on the decorum of its members and guests on the use of electronic devices during Senate sessions and committee hearings. Santiago’s recommendation comes at the heels of media reports showing legislators caught playing mobile games during committee hearings. Early last month, Senator Juan Ponce-Enrile was caught playing ‘Bejeweled’ on his iPad during a lull in a Senate inquiry. The 89-year-old explained that the game helped to exercise his mind. Enrile’s action irked Defensor-Santiago enough for the latter to take a swipe at the former for playing the popular tile-matching game during Senate proceedings. “The Senate Rules should accommodate for the technologically determined changes in society, in this case the prevalent use of gadgets in everyday life. Despite troubling times for the Senate as an institution, the Senate should always maintain and observe a level of decorum this high office deserves,” Defensor-Santiago said. VP Binay pushes discipline among police force

Vice President Jejomar Binay on Saturday called for discipline in the ranks of the Philippine National Police, so police personnel can regain the respect of Filipinos. In a post on his Facebook page, Binay said he was saddened by the tarnished image of the police, due to recent incidents involving personnel who engage in practices like extortion. “At masisisi ba naman ang taong-bayan kung magkaroon sila ng di-magandang imahe ng kanilang pulis? Pulis na pumuputok ang uniporme sa kalakihan ng tiyan; pulis na mangongotong; pulis na abusero; pulis na protektor ng ‘petty criminals’ o sindikato (Can you blame Filipinos for having a not-so-good impression of our police, if policemen have bulging bellies, engage in extortion or abuse their authority, or even protect petty criminals)?” he said. He also said it was dismaying to read reports of police personnel engaged in crimes such as kidnapping, rape, and robbery-extortion. Family of executed Pinay to seek NBI assistance in nabbing Nigerian recruiter

The family of the Filipina drug courier who was executed in China today is determined to seek the assistance of the National Bureau of Investigation (NBI) in nabbing the Nigerian who recruited her as a drug mule. In an exclusive report by John Consulta on “24 Oras” Wednesday, the family of the executed Filipina said they are planning to approach the NBI to make an artist’s sketch of the Nigerian recruiter who they only know by the name “Jarius.” The family members said they still recall what Jarius looks like even though they last saw him in 2008, when he recruited the Filipina. The Filipina’s family has left their home to grieve privately following the Department of Foreign Affairs’ announcement, also on Wednesday, that the Filipina has been executed.  The father of the 35-year old Filipina said their family is especially protective of her 9-year old daughter, who is unaware that her mother is already dead. The father said the Filipina’s daughter only knows her mother is working abroad. The father added that the family is waiting for updates from the Filipina’s mother and younger sibling as to when her remains will be brought back to Manila. CBCP official: Suicide is a sin

A gentle reminder from a Catholic priest: committing suicide is a sin. “[The] taking of one’s life is a sin. The Church would not condone that for whatever reason. We must understand that oftentimes, when somebody tries to kill himself, there is something wrong with him mentally…that is the best way the Church understands those who try to kill themselves,” said Fr. Francis Lucas, executive secretary of the Catholic Bishops’ Conference of the Philippines-Episcopal Commission on Social Communication and Mass Media. However, the CBCP official refused to comment on the case of outgoing Cagayan de Oro (First District) Rep. Benjo Benaldo, since the latter has kept mum on what happened the Thursday night he was found bleeding from a self-inflicted gunshot wound to the chest. “Well first, it is not proven. It’s not yet confirmed. We cannot comment unless he confirms it himself. It is just an allegation up to today. The police does not even confirm this,” Fr. Lucas added. Fr. Lucas also advised that those who survived their suicide attempts to go to confession and to atone for trying to end his/her life. First PHL archbishop to receive pallium from Pope Francis June 29

A Philippine archbishop will receive from Pope Francis in Rome this weekend the pallium, one of the most special symbols of the Catholic Church. Caceres Archbishop Rolando Tirona, who arrived in Rome Sunday, will attend the Mass and imposition of the pallium on new metropolitan archbishops at St. Peter’s Basilica. The Catholic Bishops’ Conference of the Philippines said the Mass will take place at 9:30 a.m. (3:30 p.m. in Manila) on Saturday. It noted Tirona, a Carmelite missionary, will be the only Filipino archbishop to receive the pallium this year—and the first Filipino archbishop to receive pallium from Pope Francis. A pallium is a vestment made of white wool worn only by the Pope and archbishops. The pope uses the pallium to symbolize the plenitude of pontifical office. “Many of those receiving the pallium were appointed since June 29 of last year or during the term of Francis’ predecessor, Pope Emeritus Benedict XVI,” the CBCP said. The CBCP said a pallium for archbishops signifies the authority from the Pope over their respective archdioceses, particularly their bond with the pontiff to pastors in their regions. It said the pope gives a pallium to newly installed archbishops around the world during the Feast of Saints Peter and Paul. Comelec to fine 11 senators-elect who erred in filing expense reports

The Commission on Elections (Comelec) will slap fines on 11 of the 12 senators-elect who failed to comply with the requirements regarding the filing of their statements of contributions and expenditures (SOCE). In Minute Resolution No. 13-0775, the poll body en banc approved the memorandum of commissioner Christian Robert Lim that specified the violations of each senatorial bet in the 2013 elections, and the subsequent penalties. Lim is the poll body’s campaign finance unit head. Strict implementation, steep fines  Among the 12 senators-elect, only Alan Peter Cayetano has no deficiency in his expenditure report. Poll chief Sixto Brillantes Jr. urged the candidates to submit their deficiencies before June 30, the start of the term for the new senators. “We will be very strict in its implementation. Kailangang i-comply nila on or before June 29,” he said. BRP Ramon Alcaraz en route to Balboa for refueling

BRP Ramon Alcaraz, the Philippine Navy’s newly acquired warship, is crossing the Panama Canal and is en route to Balboa in Panama for refueling, the Philippine Embassy to Washington said Tuesday. The embassy tweeted that the BRP Ramon Alcaraz is to dock in Balboa, and will then leave for San Diego the next day. “[The] BRP Alcaraz [is] expected to dock at Rodman Pier in Balboa on 18 June and depart for San Diego on 19 June,” it said. As of Tuesday noon Philippine time, the embassy tweeted that the vessel was crossing Miraflores Locks of Panama Canal en route to Balboa. Only last week, the crew of the BRP Ramon Alcaraz held a successful test-firing of the ship’s main weapons system. The BRP Ramon Alcaraz is expected to take nearly two months to reach the Philippines. According to the embassy, the vessel’s other stops include San Diego, Honolulu, and Guam. Last week, Capt.
