MANILA – President Rodrigo Duterte on Thursday, October 5, reminded the members of the Philippine Army to remain loyal to the Constitution and to the people as he led the Philippine Army’s 58th change of command ceremony at Fort Bonifacio, Taguig City.

“Maintain your loyalty to the Constitution and to the flag. Do not nurture a personal or a person diyan,” the President said in his address before the troops.

“Kaming lahat diyan sa gobyerno, dumadaan lang. But it behooves upon you, I said, to see to it that this country will grow, prosper until the end of time,” he said.

The President also said he wants to leave the presidency with a strong army and police that can respond to simultaneous attacks. But to achieve that goal, the Armed Forces and the Philippine National Police must upgrade their equipment and capability to cope with the present challenges, especially in fighting terrorism, he said.

One of the President’s suggestions is for the Armed Forces to use its properties and forge join ventures with the private sector. The AFP could enter into long-term lease agreements to fund its modernization program.

“I’ll give you this place. Lahat ito with a one sole condition. ‘Yung lahat kikitain ninyo diretso sa inyo. At gawain ninyo ang gusto ninyong gawin tomodernize. Pera ‘yan. Malaking pera ‘yan. Just start to lease here — trillion ito. But I would need the money in the coming years also to meet your expenses,” Duterte said.

“Buy all the equipment you need to meet the challenges way, way ahead,” he said. He also said that soldiers and policemen will also receive a higher pay by January next year.

The President meanwhile praised the country’s soldiers after a recent survey showed that the Philippine Army got an impressive +75 net trust rating in the first semester of 2017.

“It’s a testament of the troops’ commitment to protect the people and defend the democratic rights,” Duterte said.

Duterte also commended the AFP and the PNP for their efforts to quell rebellion in Marawi City.

“As an experience from the Middle East, it takes a lot, about half a year or three months. And I am not surprised and you should not be surprised that it has taken this long really to move inch for inch. Because of the prepositioned maneuvers by the enemies and the fact that you have to breach semento pati bakal. And that takes a lot of hard work,” he said.

“Maswerte tayo dito, in a very short time and I would credit it to the Armed Forces of the Philippines and the toil of the Philippine National Police. Hindi ho madali ‘yung trabaho na ‘yan,” he added.

The President also mentioned the ongoing campaign against communist insurgents. “We are fighting the New People’s Army. At this stage, I am not ready to talk to them because it is not good for the country. Eh kung para lang sa bayan, okay ‘yan. But the way that it is now, ayaw ko. And maybe it would take some time to… maybe another President to do it,” he said.

President Duterte meanwhile said outgoing Army chief Lt. Gen. Glorioso Miranda will join the board of the Bases Conversion and Development Authority (BCDA). Major General Rolando Bautista, former head of the Presidential Security Group (PSG), succeeded Miranda as Army chief. (PND)

Graft pre-trial of ex-PNP chief Alan Purisima reset to June

Former Philippine National Police (PNP) Director General Alan Purisima MANILA, Apr 18 (Mabuhay) – The Sandiganbayan has reset the graft pre-trial of former Philippine National Police chief Alan Purisima in connection with the alleged anomalous courier service deal that the PNP entered into in 2011. The pre-trial, scheduled on Tuesday, was moved to June 6 to allow both the prosecution and defense panels to complete the preliminary conference for the case. The preliminary conference is set on May 9. The prosecution said they will also submit a supplemental pre-trial brief for the case. Purisima was charged with graft for a supposedly anomalous contract that the PNP entered into in 2011 with the courier service company Werfast Documentary Agency, Inc. for the delivery of firearms licenses of applicants. Based on the Information of the case, the contract was awarded to Werfast without public bidding and despite the company’s supposed lack of track record and qualifications as a courier service firm. The Ombudsman said Werfast was not yet registered with the Securities and Exchange Commission when the contract was signed in May 2011. It also said that the company was not authorized by the Department of Transportation and Communications to offer courier delivery service. Purisima has pleaded not guilty to the charge. (MNS)

Arroyo spends third birthday under hospital arrest

Pampanga Representative Gloria Macapagal-Arroyo celebrated her 67th birthday with more than 50 guests at the Veteran’s Memorial Medical Center in Quezon City on Saturday. The former president’s guests–who were approved by the Philippine National Police–consisted of family, friends and political allies, including her former Cabinet members. This marks her third birthday celebration in the medical institution since she was placed under hospital arrest in 2012. Although Arroyo’s petition for a furlough to celebrate her birthday in her hometown in Lubao, Pampanga was junked by the Sandiganbayan, the court allowed extended visiting hours on April 4 and 6. Members of her extended family were also allowed to sleep over during the weekend. Meanwhile, her former office, the Malacañan, wished her the best through Communications Operations Office Secretary Herminio Coloma, Jr.  “We want to greet her a happy birthday, and we hope that she will be happy celebrating it, along with her loved ones,” Coloma said during a press briefing. Arroyo, who is suffering from recurrent dysphagia or problems in swallowing, is under hospital arrest over plunder charges. Palace gives hint of who is going to head Yolanda rehabilitation effort

Malacañang on Sunday gave a hint of the person it will choose to lead rehabilitation effort in Yolanda-hit areas, even as it stresed the great responsibility that the work entails. “‘Yun pong pangangasiwa sa rehabilitation efforts ay isa pong malaking responsibilidad at malaki po ang sakop nitong responsibilidad na ito. [Pero] wala po tayong pinag-uusapan dito na partikular na indibidwal,” Communications Secretary Hermino Coloma said in an interview aired over state-run DZRB. While maintaining that no particular person was talked about to head the rehabilitation efforts, in the same interview, Coloma did sing praises over the qualifications of former Senator Panfilo Lacson. “Kilala na po siya sa kanyang record ng paglilingkod. Naging director general po siya ng Philippine National Police bago po siya naging senador, at ‘yung kanya namang paglilingkod [as] senador for two terms ay maganda naman po ang kanyang record bilang legislator at public servant,” Coloma said. Coloma said disaster relief was the primary discussions during Friday’s cabinet meeting, where the President and his men also discussed other calamities that befell the country. PNP: Venue ready if Senate decides to grill Napoles in Laguna

A structure is available to serve as a venue for the Senate to grill suspected pork barrel scam brains Janet Lim-Napoles – if the Senate decides to hold the hearing at the fort where she is detained. Philippine National Police spokesman Senior Superintendent Reuben Theodore Sindac said the structure is near Napoles’ detention facility inside Fort Sto. Domingo in Laguna, radio dzBB reported Saturday. Sindac said the structure can be spruced up to serve as an inquiry room for senators investigating the multibillion-peso pork barrel scam. The Senate blue ribbon committee is looking into Napoles’ role in the scam, where she is accused of setting up fake non-government organizations to siphon the Priority Development Assistance Fund of some lawmakers. Napoles and some lawmakers have since been charged with plunder for the pork barrel scam mess. Earlier this month, Senate President Franklin Drilon said he will sign a subpoena for Napoles to appear before the Senate blue ribbon committee’s inquiry. However, security remains a concern for Napoles. Authorities had invoked security in transferring her to Fort Sto. Domingo last September 1. VP Binay pushes discipline among police force

Vice President Jejomar Binay on Saturday called for discipline in the ranks of the Philippine National Police, so police personnel can regain the respect of Filipinos. In a post on his Facebook page, Binay said he was saddened by the tarnished image of the police, due to recent incidents involving personnel who engage in practices like extortion. “At masisisi ba naman ang taong-bayan kung magkaroon sila ng di-magandang imahe ng kanilang pulis? Pulis na pumuputok ang uniporme sa kalakihan ng tiyan; pulis na mangongotong; pulis na abusero; pulis na protektor ng ‘petty criminals’ o sindikato (Can you blame Filipinos for having a not-so-good impression of our police, if policemen have bulging bellies, engage in extortion or abuse their authority, or even protect petty criminals)?” he said. He also said it was dismaying to read reports of police personnel engaged in crimes such as kidnapping, rape, and robbery-extortion. Binay urged the police force to serve as models of discipline, especially in obeying the laws that they enforce, if they want to restore their image. Biometrics among added requirements for gun permit from PNP

Licensed gun owners applying for permits to carry firearms outside their homes may have to comply with added requirements, including biometrics samples, the Philippine National Police said Thursday. “All licensed gun-owners applying for gun-carrying privileges are now required to personally submit their biometric fingerprint specimen and photograph as mandatory requirements for issuance of (PTCFOR),” it said. The PNP said the new administrative requirements will be used for adjusting records in the Firearms Information Management System (FIMS) database. Such adjustments aim to “further improve the processes in the issuance of firearms licenses and permits.” For his part, PNP spokesman Senior Superintendent Reuben Sindac said these processes also seek to boost the campaign against “delinquent gun owners and those in possession of loose firearms.” Meanwhile, the PNP said it will continue to implement Oplan “Katok” or house visits on licensed gun owners, to verify the current status of the guns and its registered owners. PNP: Number of Comelec gun ban violations now over 700

The number of violations of the Commission on Elections’ gun ban breached the 700 mark as of Sunday afternoon, the Philippine National Police said. Law enforcers have also seized more than 600 firearms and 4,000 rounds of ammunition since the ban started Jan. 13, radio dzBB’s Divine Caraecle reported. As of Sunday, the report said at least 704 violators had been arrested for violating the ban, 626 of them civilians. Other arrested violators included three soldiers, 12 PNP personnel, one Bureau of Fire Protection personnel, 11 government employees, and 50 security guards. The gun ban will remain in effect until June 12. While the gun ban is in effect, only law enforcers in uniform and on duty are allowed to carry firearms outside their homes. 15-year-old latest violator of election gun ban

A 15-year-old boy was the latest violator of an ongoing election gun ban meant to minimize violence during the period leading to the May 13 elections. The minor, whose identity was withheld, was caught at a checkpoint on Gladiola Street in Makati City, radio dzBB’s Manny Vargas reported Monday. He yielded a cal-.45 pistol with six bullets, and was turned over to the local Department of Social Welfare and Development office. As this developed, the Philippine National Police said at least 263 people have been arrested in the first two weeks of the election gun ban. Most of the violators were civilians while at least six were from the PNP, according to a separate report on dzBB radio early Monday. The report said that of the 263 arrested, 229 were civilians, five were government employees, and six were PNP personnel while 22 were security guards. At least 227 firearms were seized, along with 60 bladed weapons and 18 grenades and explosives. Law enforcers started implementing an election gun ban last Jan. 13. The gun ban lasts until June 12. During the gun ban, permits to carry firearms outside residences are generally suspended, and only law enforcers in uniform and on duty are allowed to carry firearms outside their homes. —KG, GMA News
