WITH supply running low, the prices of vegetables and other farm products have gone up, the Philippine Statistics Authority-Bureau of Agricultural Statistics (PSA-BAS) has reported. The agency monitored an increase from P2 to P40 in selected vegetables and other agricultural products at the Bankerohan Public Market as of January 9. The prices of pork lean meat, ampalaya, sitao, carrots, eggplant, native pechay, and papaya have also increased. Habitchuelas or beans had the highest price increase: from P40 last December 23 to P80 on January 9. Sitao rose from P40 to P80. A P20 increase was also recorded in ampalaya, now selling by as much as P80. Native pechay went up by P10, to P80. Pork lean meatis now P175 up by P5. A P7 to P5 increase was recorded for eggplant, wherein it is now priced at P25 to P30 from P18 to P25. Papaya went up to P20 to P25 from P18 to P20, a P2 to P5 increase. Native garlic remains high at P360 to P380 since December 19due to a lean supply. PSA-BAS noted a drop in the prices of tilapia, cabbage, red onion, white potato, and calamansi. ILOILO CITY – Malaysian tourists in the Philippines are increasing, while Boracay Island is the most favored destination in Western Visayas, according to the region’s Department of Tourism. According to the DOT’s report, there is a 233.17 percent increase in Malaysian tourist arrivals for Western Visayas with 19,890 arrivals as of January 7, 2015, higher compared to 2013’s 5,970 tourist arrivals. DOT Regional Director Helen Catalbas said Aklan and Boracay remain the top destination for Malaysians with 5,477 in 2013 to 19,600 in 2014. Bacolod City came second with 107 Malaysian arrivals and Negros Occidental with 70 tourist arrivals. The number of tourist arrivals is expected to increase as final reports from the six provinces and two highly-urbanized cities are expected to be sent to the region’s DOT office. THE Philippine Long Distance Telephone (PLDT) is cooperating with the City Government by agreeing to bury its telephone wires underground, covering more than three kilometers from Gen. Luna in the city center to El 98 in Jaro district. In a report to Senate President Franklin Drilon and Iloilo City Mayor Jed Patrick Mabilog recently, Rene Lescano of PLDT said the P100-million project will be completed before the city hosting of two ministerial meetings of the Asia Pacific Economic Conference (Apec) on September and October this year. The project, which started November 2014 and slated for completion by April 2015, will be using fiber optic to upgrade the connection wires. Lescano said the fiber optic is more efficient, less expensive and attractive to the business process outsourcing (BPO) companies. Mabilog said the project is a good preparation for the Apec in projecting Iloilo City as business-friendly area for using modern and efficient technologies on telecommunications. A YEAR after they launched the fund-raising program Balik Balay, organizers of the Balik Cebu group announced they will begin the construction of 50 nipa huts in Esperanza, Pilar, Camotes this month. “The resettlement area in Esperanza, which can accommodate up to 100 nipa huts, was purchased last December. With that, we will embark on the groundbreaking and construction of the 50 nipa huts as soon as possible,” said Tetta Baad, chairperson of the Cebu City Tourism Council (CCTC) and Balik Cebu. According to Baad, the groundbreaking was initially scheduled last Jan. 4, but bad weather limited access to Pilar, Camotes, so the ceremony was postponed. Every year for the past 14 years, Balik Cebu, which is a program under the CCTC, has rolled out the red carpet to welcome balikbayans. Last January 2014, the organization embarked on a major campaign to help survivors whose homes were wrecked by super typhoon Yolanda last Nov. 8, 2013. Donations The Balik Cebu committee received tremendous financial support from the balikbayans, who expressed willingness to help typhoon survivors rebuild their homes, Baad said. For each 15-square-meter nipa hut, donors had to raise at least P35,000.Donations are still welcome for the next 50 houses. THE Department of Tourism (DOT) 7 will produce a guidebook on tourism development plans for local government units (LGU) in Cebu Province starting in February. DOT 7 Director Rowena Montecillo said the guidebook will serve as a tool to help LGUs craft their tourism plans. “The aim here is to help LGUs become DOT-independent in terms of making their own tourism plans because these plans should really be initiated by them. DOT’s intervention will come in the form of technical assistance that will suit the community,” said Montecillo. She said the guidebook will help educate and determine the function of local tourism officers and local chief executives in the development of their local tourism roadmaps. DOT 7 has increased its efforts in developing new tourism destinations in the countryside. Montecillo reported more LGUs in Cebu are now active in implementing their own tourism development plan, most of them as eco-tourism destinations. “More LGUs are now aware of the growth opportunities tourism can bring to their locality in terms of income and job generation.Those areas with high potential in tourism have been working closely with the DOT in terms of technical and marketing help,” said Montecillo. THE renewal of business permits will start on January 3, 2015 at the City Council and NCCC Mall of Davao in Matina. It will run until January 20. The Business Bureau will be accommodating renewal application on weekdays and weekends. Maribel Paguican, assistant head of the Business Bureau, told Sun.Star Davao in a phone interview that they will be offering all of their services at the Sangguniang Panlungsod, aside from the renewal of permits, while their one-stop shop at NCCC Mall of Davao will only transact applications for renewal. She also said Councilor January Duterte, president of Association of Barangay Captains, issued a memorandum that Barangay Halls will be open on weekends to cater to business owners who will get their barangay clearance. Requirements needed for renewals are previous Mayor’s or business permit; notarized list of all employees; authority to transact the renewal of Mayor’s or business permit with the Business Bureau, special power of attorney for sole proprietorship, secretary’s certificate for corporations, and partnership resolution for partnerships; clear copy of valid ID of all signatories and the transacting person; original copy of barangay clearance; certified copy of Proof of Exemption, if any; and available financial statment of the previous year. IN 2002, petitioner United Tourist Promotions (UTP), registered in the name of Ariel D. Jersey, employed respondent Harland B. Kemplin as its president for a period of five years, to commence on March 1, 2002 to end on March 1, 2007 “renewable for the same period, subject to new terms and conditions.” On May 12, 2009 he signed as its president advertisement agreements with Pizza Hut and M. Lhuillier. On July 30, 2009, UTP’s legal counsel sent Kemplin a letter informing the latter that he was no longer an employee of UTP considering the expiration of his employment contract. The extension of his services was only tolerated. He was further informed of cases filed against him for grave oral threat, summary deportation, and grave coercion and grave oral threats. Consequently, he was given a notice to cease and desist from entering UTP’s premises from receipt thereof. On Aug. 10, 2009, Kemplin filed before a Regional Arbitration Branch of the National Labor Relations Commission (NLRC) a complaint against UTP and Jersey, for illegal dismissal, retirement benefits, recovery of the company car, and money claims. He insisted, among others, that he was not duly afforded due process before dismissal. Is there merit to this claim? Ruling: Yes.
