Cavite rainfall hits record high, as many suffer Ondoy-like flooding

A large swath of the province has been submerged as torrential rains have fallen since Sunday night. The rainfall has been at record levels in some areas, particularly in Sangley Point, a part of the provincial capital of Cavite City at the peninsular northernmost point of the province. PAGASA maintains a weather station in Sangley Point, long a naval base. During the Habagat deluge in 2012, rainfall at Sangley Point reached 354.2 mm in the 24 hours ending 8 a.m. on August 7, 2012, according to PAGASA weather division head Robert Sawi. In contrast, rainfall at the same location for the same period on August 20, 2013, reached 475.4 mm. Senate majority agrees not to use 'pork' for now

Eighteen senators from the Senate majority bloc have agreed not to use their “pork barrel” funds for now until stricter guidelines are put in place on the release of these funds, Senate President Franklin Drilon said Tuesday. In a statement, Drilon said this decision would be formalized during the next session in a resolution “expressing the sense of the Senate to cease from availing, accessing and utilizing their pork barrel funds.” “The majority senators’ decision to adopt the resolution is a manifestation of their interest in making the use of the PDAF [Priority Development Assistance Fund] more transparent and open for scrutiny of the public that will help prevent the abuses and inadequacies which were observed in the Commission on Audit (COA) report,” he said. Drilon was referring to a COA special audit report released last Friday stating that PDAF releases from 2007 to 2009 “were not efficiently monitored and tracked, if at all.” The report bared that over P6 billion in PDAF went to questionable NGOs during the period covered by the audit.  Drilon said that the majority senators agreed to let the Department of Budget and Management “promulgate stricter and more effective implementing guidelines on the release of the PDAF.” “The government must institute stricter guidelines on the utilization of the PDAF to avoid  exposing substantial government funds to untoward risks and ensure that the PDAF is disbursed only in favor of specific and effective pro-poor programs of the government,” he said. DOH, FDA warn against food, medicines submerged in flood

Throw screw-capped fluid bottles submerged in flood,” National Epidemiology Center head Dr. Enrique Tayag advised. No pork for lawmakers until scam investigation ends - PNoy

Amid reports of a pork barrel scam that allegedly pillaged billions of pesos worth of public funds through bogus non-government organizations, President Benigno Aquino III said that the release of the Priority Development Assistance Fund (PDAF) has been put on hold pending the completion of an investigation into the scam. “Ang statement ni Secretary [of Department of Budget and Management Florencio] Abad, walang ni-release [na PDAF] for the second half,” said Aquino in an exclusive interview with GMA News’ Maki Pulido, aired over “24 Oras”. “Tapusin muna ang inbestigasyon,” added Aquino, “And check kung meron pa ngang loopholes na dapat maisara.” One way government will determine whether there are loopholes is through “performance-based” indicators. “Simpleng bagay lang: may paglalaanan? Ano ang resulta,” the President explained. “Yung budget release nila (mga mambabtas) are based on their performance.” He added that there should also be a “time limit” on the implementation of the project allotted with state funds. PAGASA: Tropical Storm Maring intensifies, nearly stationary

‘Erratic’ Maring lingers northeast of Batanes. Tropical Storm Maring seemed to make a U-turn over the Pacific Ocean section northeast of the Philippines and east of Taiwan. PAGASA Tropical Storm Maring (international name Trami) intensified Monday night and remained almost stationary off extreme northern Luzon, state weather forecasters said. PAGASA, in its 11 p.m. advisory, said Tropical Storm Maring was estimated to be 600 km east of Itbayat, Batanes as of 10 p.m. Maring was moving northwards at only 7 kph. By Tuesday evening, it is expected to be 560 km east-northeast of Itbayat, Batanes. By Wednesday evening it is expected to be 470 km northeast of Itbayat, Batanes. On Thursday evening, it is forecast to be 595 km north of Itbayat, Batanes or outside the Philippine area of responsibility. Maring packed maximum winds of 85 kph near the center, with gustiness of up to 100 kph. No public storm signals have been raised. Heavy to intense rainfall Maring may bring rainfall of 10 to 25 mm per hour (heavy to intense) within its 400-km diameter. It will also continue to enhance the southwest monsoon, which will bring moderate to heavy rainshowers and thunderstorms over Luzon, particularly over the western section. The enhanced monsoon has been bringing rain over Metro Manila and nearby provinces since Sunday. Pope prays for victims of Cebu sea tragedy

In his Angelus prayer on Sunday, Pope Francis asked the crowds gathered in St. Peter’s Square to pray for the victims of the ferry sinking in the waters off Cebu. “I would like to ask for prayers for the victims of the ferry sinking in the Philippines. Also for their families—so much sorrow,” he said in Italian. The Pope on Saturday sent a telegram of condolence to Cebu Archbishop and outgoing Catholic Bishops’ Conference of the Philippines president Jose Palma. Bam Aquino vows not to use pork until charges are filed vs. scammers

Senator Paolo Benigno “Bam” Aquino IV on Monday said he will not use his P200-million “pork barrel” allocation until charges are filed against those linked to the alleged scam involving these discretionary funds. In a statement posted on his official Facebook page, Aquino said his decision to suspend the use of his pork barrel funds is in response to the “public clamor” against these controversial funds. “People are already getting impatient—and that’s a good thing.The clamor only means that people have come to expect more from their government, and it’s good because it means they’re serious about good governance,” Aquino said. “To show that we’re equally serious about the matter, we’re suspending the use of our office’s own PDAF,” the neophyte lawmaker added. Aquino made this announcement a month after the Philippine Daily Inquirer ran a series of reports detailing how fake civil society groups supposedly used pork barrel funds of some senators and House members to fund ghost projects worth P10 billion. The National Bureau of Investigation and the Office of the Ombudsman are currently conducting separate probes of the alleged anomaly. Last Friday, the COA released its report showing that over P6 billion from “pork barrel” funds went to questionable non-government organizations from 2007 to 2009. Maring to linger in PHL until Thursday; rains to continue, worsening floods

After enhancing the southwest monsoon that has dumped rain over a wide swath of Luzon in the past several days, Tropical Storm Maring (Trami) is moving erratically and may linger inside the Philippine area of responsibility until Thursday. Large parts of Metro Manila are already flooded, with classes suspended in most areas.  PAGASA forecaster Manny Mendoza said Maring is interacting with another weather system outside the Philippine area of responsibility and has repeatedly changed direction. “Medyo mabagal ito, pabago-bago ang direksyon ng bagyong ito. Dati southeast, tapos east, ngayon north-northeast (Maring is moving very slowly, and keeps changing direction. It was moving southeast, then east, then north-northeast),” Mendoza said in an interview on dzBB radio. When asked when Maring will exit the Philippine area of responsibility, Mendoza said their models show it may do so on August 22, Thursday. However, he said there is also a chance Maring may exit the PAR on Friday. PAGASA: 'Maring' accelerates east-southeast; Luzon dam opens 1 gate

Tropical Depression Maring slightly accelerated as it moved east-southeast Saturday morning, state weather forecasters said. In its 11 a.m. update, PAGASA said Storm Signal No. 1 over Batanes province in Extreme Northern Luzon has been lifted. “Nguni’t inaasahan pa rin ang moderate to heavy na ulan,” PAGASA forecaster Jori Loiz said in an interview on dzBB radio. Moreover, he said Maring will still enhance the southwest monsoon. PAGASA said that as of 10 a.m., Maring was estimated at 270 km northeast of Itbayat town in Batanes. It packed maximum winds of 55 kph near the center and is forecast to move east-southeast at 11 kph. Maring is expected to be 510 km east of Itbayat, Batanes by Sunday morning, and 740 km northeast of Itbayat by Monday morning. By Tuesday morning, it is expected to be at 960 km northeast of Itbayat. PAGASA said Maring may bring rain of 5 to 10 mm per hour (moderate to heavy) within is 300-km diameter. It added the southwest monsoon enhanced by Maring may bring moderate to heavy rain showers and thunderstorms over the western section of Luzon. NBI taps Coast Guard in hunt for fugitive businesswoman Janet Napoles

The National Bureau of Investigation (NBI) on Friday tapped the Philippine Coast Guard (PCG) in its hunt for businesswoman Janet Napoles, the central figure in a multibillion-peso pork barrel fund mess. NBI director Nonnatus Rojas wrote the Coast Guard for assistance, asking its units to inform the NBI if they spot Napoles or her brother Reynald, radio dzBB’s Carlo Mateo reported on Friday afternoon. Coast Guard spokesman Cmdr. Armand Balilo said instructions have been sent to Coast Guard stations to be on alert for Napoles and her brother, who are subjects of an arrest warrant issued by a Makati court. The arrest warrant for the Napoles siblings stemmed from the alleged illegal detention of who would turn out to be the whistleblower in the pork barrel scam. Earlier on Friday, the Philippine National Police joined in the hunt for Napoles after receiving a copy of the arrest warrant. An updated dzBB report said the PNP Criminal Investigation and Detection Group deployed 19 tracker teams nationwide to go after the siblings.
