Government releases more than half of budget

STAR/File photo MANILA, Philippines – More than half of this year’s national budget were already released in the first month of 2016, the Department of Budget and Management (DBM) said. According to its website, 64.2 percent or P1.928 trillion of the P3.002 trillion outlay are already in the hands of agencies, departments and local government units. Budget officials could not be immediately reached for comment, but the Aquino administration has traditionally frontloaded bulk of the outlay to fast track projects and programs. “That’s good news and in line with our expectations that growth will be higher in the first half,” said Alvin Ang, economist at Ateneo de Manila University, in a text message. The local economy grew 5.8 percent last year, marking a second year of slowdown and missing the seven to eight percent target. Much of the slowdown has been blamed to lackluster government spending, which Budget Secretary Florencio Abad had said will be faster this year. Bacolod City, for instance, recently celebrated the 11th anniversary of its now popular “Bacolaudiat” Chinese New Year festivity, which included a grand street parade, citywide decors and lanterns, last Feb. 8. Two years ago, their guest speaker was JG Summit Holdings founder John Gokongwei Jr. A few years ago it was LT Group and Philippine Airlines chairman Lucio C. Tan. This year, they invited me as a writer and history/culture enthusiast. In this multi-sectoral Chinese New Year celebration of Bacolod’s Chinese community and local government, the government officials were led by political rivals Congressman Evelio “Bing” Leonardia, Mayor Monico Puentebella, and Vice Mayor Greg Gasataya. The organizers of Bacolaudiat were led by the Bacolod Filipino Chinese Chamber of Commerce under president Alfredo Barcelona, the Bacolod Filipino Chinese Junior Chamber of Commerce led by past president Mark Gomez, and incumbent president Honey Lopue, the 11 clan associations, plus other business, cultural, and civic organizations. China reports first case of imported Zika virus

BEIJING — China’s first case of the Zika virus has been found in a 34-year-old man who recently traveled to Venezuela and is now making a speedy recovery, the government said Wednesday. The man from the southern city of Ganzhou had been treated in Venezuela on Jan. 28 before returning home on Feb. 5 via Hong Kong and the southern Chinese city of Shenzhen, the National Health and Family Planning Commission said in a statement. The commission said he had been confirmed as having the Zika virus on Tuesday and was being treated at the Ganxian People’s Hospital. His temperature is now normal and a skin rash is receding, it said. The commission said the chances of the virus spreading in China were “extremely low” due to cold winter temperatures and a lack of mosquito activity, the primary avenue by which Zika is transmitted. The Zika virus is spreading rapidly through Latin America. Most people who contract it have either mild or no symptoms, but it is suspected of causing a birth defect in which babies are born with abnormally small heads. Bernhard Schwartlander, the World Health Organization representative in Beijing, said imported cases of Zika in China are to be expected given the frequency of travel between the country and South America. 13 Filipino workers killed in Iraq hotel fire identified

Right now, we’re in the process of notifying their next of kin,” charge d’affaires Elmer Cato said. The Filipinas were among the 21 killed in a fire that struck the Capitol Hotel in Erbil, the capital of the Kurdistan autonomous region on Saturday. Transco to tackle land issues in Mindanao

(Transco) will make an inventory of land along transmission lines in Mindanao as part of efforts to resolve right of way issues that hamper energy security in the power-starved island, the Department of Energy (DOE) said Friday. A multisectoral group called the Inter-Agency Task Force for the Security of Energy Facilities (IATFSEF) was created to address transmission security and right-of-way (ROW) issues in Mindanao and TransCo was part of that group. Transco was assigned to tackle ROW issues, DOE said. “For the ROW, one of the measures is to provide the inventory and identification of the lands including the vegetation and structures involved, valuation of the properties, capability to implement expropriations and/or execute restoration activities, and identification of priority areas,” DOE said. Other agencies were tasked as follows: the Philippine National Police and Armed Forces of the Philippines for security matters, the Department of Justice (DOJ) to study legal issues, the National Grid Corp. of the Philippines (NGCP) for the community relations and DOE for the information, education, and communication (IEC) campaign. On security concerns, nearby communities are called upon again to help scout and secure the transmission facilities. Members of the police and the military will be involved to augment and assist them, DOE Secretary Zenaida Y. Monsada said in a statement. Gov't debt fetch lower rates, longer payment terms

Weighted average interest rate of national government debt went down to 5.19 percent from 5.42 percent the previous year. MANILA, Philippines – Despite interest rates beginning to rise last year, the Philippines still managed to trim down levies charged on its debt pile, while also giving itself more time to settle them. According to the Bureau of the Treasury data, weighted average interest rate of national government (NG) debt went down to 5.19 percent from 5.42 percent the previous year. The figure was also better than the 5.53 percent recorded in 2013. “The government was able to pay down higher-yielding maturing debts last year, which means lower burden for them,” said Emilio Neri Jr., lead economist at the Bank of the Philippine Islands. Broken down, domestic debts fetched an average rate of 5.46 percent, down from 5.69 percent a year ago. Their foreign counterparts, meanwhile, have a lower interest rate of 4.67 percent from 4.90 percent during the same period. What in the Worlds

Remember that thrill  of competing in the  World Universities  Debating  Championship! You’ll need it when you  eventually attempt to debate your wife. And that’s a debate you’ll never win. When I’m not slaving over a column that will elicit an occasional smirk from my three female readers, I’m a host and motivational speaker where my only puhunan is laway. For that puhunan, I have to thank four years’ worth of college (and a wee bit of graduate school) intervarsity debate. Here’s my confession: I was a debate addict. I started my collegiate debate career with interschool debates. As a sophomore, I took it to a higher notch with the Australasian debates (a debate competition open to Australia, New Zealand and Asian countries). Then, as a junior, I went full-on with the World Universities Debating Championships. College life was a blur prepping for debating competitions in Malaysia to Australia to Singapore to the United States to Ireland. It was nerve-wracking. It was stressful. It was glorious. Admittedly, I didn’t get too far in the global debating circuit as the local debating community was just starting to be exposed to the dynamics of international debate. But it was through debate that I learned a lot about the importance of wit and humor. I learned all about international relations (and the lack of them). The Craziness that is the Tokyo Auto Salon

The annual Tokyo Auto Salon ended last Jan. 17 and its organizers have every reason to be happy. This year, the show saw a record 105.1 percent increase compared to previous years. In total, 325,501 enthusiasts walked through the halls of Makuhari Messe to see the newest and craziest stuff the Japanese aftermarket scene had to offer. The show traces its roots back to the “Tokyo Exciting Car Show” with a goal of establishing a custom car culture. Thirty four years later it has grown from being just a custom car show. It has become the gauge of the latest trends in the aftermarket business where new technology or methods for tuning and upgrading are showcased, some of which, for the first time. The Philippine STAR is priviledged to have witnessed this wacky show first-hand and while I’d like to give a rundown all 880 vehicles on display from the 450 exhibitors, I will instead be focusing on the motorsports-inspired displays of the largest Japanese brands: Honda, Toyota, Mazda, and Subaru. Honda-MUGEN Honda’s Civic Type-R isn’t for the faint of heart already thanks to its 300-hp, front-wheel drive configuration. However, for Japanese tuner MUGEN, it doesn’t seem crazy enough.
