‘I always forget that I’m a woman’

MAGSAYSAY AWARDS By DJ YapPhilippine Daily Inquirer 4:27 am | Friday, August 30th, 2013 On her first day at university in the late 1960s, Lahpai Seng Raw was put in the boys’ dormitory by mistake because school administrators thought her native Kachin name meant she was a boy. The only daughter in a house full of boys, Seng Raw didn’t make a fuss and proceeded to drop her bags and boxes in her assigned room in the dormitory. “So all the boys left and right looked at me and told me, ‘Hey, you cannot stay here,’” she said, laughing. “And I said, ‘Why not? That’s my name there,’” said the woman who would later on become a leading light of Burma’s civil society and a recipient of the 2013 Ramon Magsaysay Award. Eventually, administrators at Rangoon University resolved the mix-up and placed the psychology major in the girls’ dormitory. The incident illustrates how Seng Raw, a widowed mother of one, has never considered her gender to be an impediment to her endeavors, especially in spurring development in the marginalized borderlands of her country, which is still reeling from decades of military dictatorship. “I always forget that I’m a woman, anyway,” Seng Raw, 63, said in an interview with the Inquirer ahead of the presentation ceremony tomorrow of the Ramon Magsaysay Awards, one of Asia’s highest honors and sometimes described as its version of the Nobel Prize. If anything, she said her being a woman was actually something of an advantage Read More …

US rushing PH to approve military access agreement, says leftist lawmaker

By Allan Nawal, Karlos ManlupigInquirer Mindanao 1:06 am | Friday, August 30th, 2013 Defense Secretary Chuck Hagel. AP FILE PHOTO DAVAO CITY, Philippines—A lawmaker warned the US has been rushing the Philippines into signing an agreement that would allow US military to have access to the country’s military facilities. Bayan Muna Representative Carlos Zarate said US Defense Secretary Chuck Hagel flew to the country and met with President Benigno Aquino III to “rush the country into signing the framework agreement on the increased rotational presence of US soldiers and give them wider access to facilities in the Philippines.” “US Secretary Defense Hagel and President Aquino are ramming the access agreement down our throats,” Zarate said. He said the meeting undermined the efforts of the Senate and Congress to review the constitutionality of the agreement and the Mutual Defense Treaty (MDT) and glossed over “protests against the increased and permanent presence of US soldiers in the country.” Zarate said the Makabayan bloc has called for the scrapping of the 13-year old Visiting Forces Agreement through House Resolution No.8. He criticized Foreign Affairs Secretary Albert del Rosario over the latter’s statements that US soldiers might use Philippine military bases should a war break out between North And South Korea. “The Philippine government is freely letting the US government use our country as a staging ground for war against North Korea and China to the detriment of the Filipino people who do not know the real intention of their overdue stay in the Read More …

American convicted of child abuse to be deported by PH immigration bureau

By Philip C. TubezaPhilippine Daily Inquirer 11:47 pm | Thursday, August 29th, 2013 MANILA, Philippines—The Bureau of Immigration (BI) has arrested an American who was convicted in the United States of abusing a child and then violated his parole by fleeing to the Philippines. Immigration Officer-in-Charge Siegfred Mison said Stephen Rodden, who was convicted by a US court for “continuous sexual abuse of a child,” would be deported upon the issuance by the BI Board of commissioners of an order for his summary deportation. “We will likewise put him in our blacklist so he cannot return here and pose a risk to our Filipino children, or to anyone who could be his next victim,” Mison said in a statement. Mison said his men from the BI Fugitive Search Unit nabbed Rodden, 51, in Makati City on Aug. 31, after he violated his parole in the US by fleeing to the Philippines. The arresting agents reported that Rodden could not present his passport when he was arrested in his home along Mockingbird St., Barangay Rizal, in Makati City, Mison said. The immigration chief added that American was considered as an undocumented alien since his passport had already expired. Mison said Rodden was arrested upon the request of the US Embassy, which informed the bureau about his record as a convicted child molester. The embassy informed the BI that a Board of Parole in California issued a warrant of arrest against Rodden on March 13, 2012. The same board also suspended his Read More …

Taiwan to spend $100 million to build dock at disputed Spratlys

9:18 pm | Thursday, August 29th, 2013 A handout photo shows Taiwanese garrison forces firing a gun during an exercise held in the Spratlys     AFP FILE PHOTO TAIPEI — Taiwan plans to spend more than $100 million to build a dock big enough for warships in the disputed Spratly islands, a legislator said Thursday, as other claimants strengthen their regional military presence. The plan submitted to parliament Thursday by the coastguard would cost Tw$3.4 billion ($112.4 million). Sources said the spending is expected to be approved. The dock will be an upgrade on the existing pier at the Taiwan-controlled island of Taiping, the biggest island in the Spratlys. It is scheduled to become operational in 2016. “National security authorities have decided to expedite the project as the other countries in the region have been increasing their naval and air force deployment in the past few years, further complicating the issue,” legislator Lin Yu-fang said in a statement. Once it is completed, large supply ships and even naval frigates will be able to berth, said Lin, a legislator from the ruling Kuomintang party who sits on parliament’s defense committee. The current pier caters only to small patrol boats. Once the dock work is completed the runway on Taiping will be extended, Lin said. Taiwan built a 1,150-meter (3,800-foot) runway on Taiping in mid-2006, despite protests from other countries with claims to the disputed island group. Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the potentially oil-rich Read More …

PH says China withdraws trade fair invitation for Aquino

Associated Press 7:10 pm | Thursday, August 29th, 2013 President Benigno Aquino III AP FILE PHOTO MANILA, Philippines  — The Philippines and China, already locked in a territorial dispute, engaged in a diplomatic tussle Thursday, with the Philippine president canceling a visit to a trade fair in China after being told to stay away, and Beijing saying it never invited him in the first place. A spokesman for the Department of Foreign Affairs, Raul Hernandez, said President Benigno Aquino III had decided not to make the daylong visit to the China-Asean Expo scheduled for next Tuesday in the southern city of Nanning. Hernandez said China had invited the Philippines to send a high-level delegation to the trade fair a few months ago. Aquino said Wednesday that he would go, but word came from China later in the day that he should not visit, Hernandez said. “The president has decided not to proceed … taking into consideration China’s request for the president to visit China at a more conducive time,” he said in a statement. The Chinese Foreign Ministry spokesman’s office said Beijing had not invited Aquino to attend the expo. “China never extended an invitation to the Philippine president,” it said in a statement sent to The Associated Press. Speaking Wednesday, Aquino told reporters: “You may be surprised, I will travel next week. It’s quite a long trip to China. I will leave at 5 in the morning and will be back at 5 in the afternoon.” “I don’t want Read More …

INQUIRER.net FILE PHOTO MANILA, Philippines — The Senate on Thursday continued its investigation on the “sex-for-flight” scheme involving Philippine labor officials in the Middle East. Among those present is Jojo Casicas, driver and employee at the Philippine Overseas Labor Office (POLO) in Saudi Arabia, who was accused by  28-year-old Grace Victoria  Sales of allegedly  trying to rape her sometime  in March 2012 while  they were left alone at their office  in POLO. The joint hearing of the Senate blue ribbon and labor committees resumed almost a week after the Department of Labor and Employment filed administrative cases against Saudi Arabia assistant labor attaché Antonio Villafuerte, former Jordan Philippine Overseas Labor Office (POLO) attaché Mario Antonio and labor attaché Adam Musa. Labor Secretary Rosalinda Baldoz also recommended the agency’s investigation on Villanueva’s involvement on the “sex-for-flight” scandal. Aquino going to China

‘DESPITE EVERYTHING’ By Michael Lim UbacPhilippine Daily Inquirer 5:55 am | Thursday, August 29th, 2013 President Benigno Aquino III LYN RILLON MANILA, Philippines—Amid the backdrop of the currently frosty relations between the Philippines and China, an apparently reluctant President Benigno Aquino III is flying to Nanning, China, on Sept. 3 to attend the 10th China-Asean Expo (Caexpo), during which Malacañang does not expect a meeting to take place between Mr. Aquino and Chinese President Xi Jinping. It will be a whirlwind trip for the President who said he will be leaving “at 5 a.m. and be back at 5 p.m.” the same day, as he did not want to “overstay” his welcome. The Caexpo is held annually in China to promote the building of the China-Asean free trade area, and it is being hosted this year by the Philippines. But Mr. Aquino will attend only the first day of the three-day event that will gather the heads of state and government of China and the 10-member Association of Southeast Asian Nations (Asean) in Nanning, the capital of the Guangxi Zhuang Autonomous Region in southern China. A Palace official said the fact that the Philippines is the host of the event was the only reason Mr. Aquino had decided to proceed with the trip. “We are the host. Normally the head of government of the host country attends the expo,” said the official. 'Million People March' is 'People Power' against corruption

Decades after the People Power Revolutions that have toppled presidents–one dictator and a convicted plunderer–Filipinos again took to the streets in anger. Tens of thousands of Filipinos converged at Luneta Park Monday to protest the alleged misuse of public funds highlighted by the so-called “pork barrel scam.” “This is people power,” said artist-activist Juana Change, who came to the rally dressed as a pig in a barrel. “If this is not people power, I don’t know what to call it.” The so-called “Million People March” started via social media with an invitation for Filipinos to show anger over the corruption scandal involving dozens of lawmakers. The gathering was soon given a venue and a date, with Pinoys agreeing to meet at the historic Rizal Park on National Heroes Day, August 26. “Maki-baka, wag mag-baboy,” protesters chanted in unison, a wordplay on the Filipino words for cow and pig, used as a call to action against pork barrel. “I think the last time a protest this big happened was at the height of calls to oust [former President Gloria Macapagal] Arroyo,” Kabataan Party-list Rep. Terry Ridon told Yahoo! Southeast Asia. The protest, he said, showed that Filipinos who “have long been aware that corruption exists” cannot take the brazen acts reported in the latest pork scandal. Investigative reports have claimed that some P10 billion worth of lawmakers’ Priority Development Assistance Funds (PDAF) have been diverted to nonexistent non-government organizations led by businesswoman Janet Lim Napoles. The Commission on Audit gave credence Read More …

PORK BY ANY NAME

Whether they come in large or small amounts, pork barrel allocations have generated a lot of controversy since they were first introduced in the Philippines in 1922. In 1925, Senate Minority Leader Juan Sumulong charged that the ruling party had “misused public funds in the form of pork barrel appropriations.” READ FULL STORY
