De Lima: PHL, Taiwan haven't exchanged probe results yet

Almost a month after completing their separate investigations on the May 9 shooting incident in disputed waters off extreme north Luzon, the Philippines and Taiwan have yet to share their probe results with each other. This was confirmed by Justice Secretary Leila de Lima when reporters in Manila asked for updates in the Balintang Channel shooting incident that left a Taiwanese fisherman dead. “We have not  given each other a copy of the respective reports kasi ‘pag ire-release, [we will] give prior notice,” the Justice chief said. De Lima said the release of the probe results would be “halos sabay” [almost simultaneous]. “But I haven’t  seen their  report and they haven’t seen ours,” De Lima assured the public. Also, de Lima said they would be following up with the Manila Economic and Cultural Office (MECO) so the Philippines can finally get a copy of Taiwan’s probe results. “And if they ask for our copy, we will furnish them simultaneously in public for the release.” De Lima earlier forwarded to President Benigno Aquino the probe results prepared by the National Bureau of Investigation, which conducted weeks of investigation both in Manila and in Taiwan. “I’m waiting the clearance from the President kung puwede nang i-release  ang Taiwan report… Since it’s with the President  already [at] since binabasa na niya iyon, I’m just waiting,” she said. Comelec to release Random Manual Audit results Friday

The Commission on Elections will release the results of the Random Manual Audit (RMA) of 234 precincts in the May 13, 2013 midterm polls on Friday, June 28, at 10 a.m. Comelec spokesperson James Jimenez made the announcement in a post on his Twitter account Thursday. RMA committee head Henrietta de Villa hopes that the findings of the audit would convince those who are skeptical of the results of the recent polls. “We hope it helps since that is the purpose of the Random Manual Audit. It’s just like the final examination of the conduct of the polls if it was accurate and credible,” said De Villa, who is also chairperson of elections watchdog Parish Pastoral Council for Responsible Voting (PPCRV). An RMA, which checks for discrepancies between the manual count and the automated count, is required under Section 24 of Republic Act 9369 (Automated Elections System Law), which states that in automated elections, there shall be a random manual audit in one precinct per congressional district, randomly chosen by the Comelec in each province and city. — BM, GMA News

Amnesty appeals to Filipino captors of 2 sisters

AP MANILA, Philippines—Amnesty International and the family of two Filipino-Algerian sisters called for suspected Islamic extremists to release the women immediately, saying Thursday that they are human rights defenders and filmmakers who focused on the plight of impoverished Muslims in Mindanao. Nadjoua and Linda Bansil were taken by about 10 suspected Abu Sayyaf members Saturday in southern Sulu province’s Patikul town while working on a short film about Muslim coffee farmers. At least three companions of the sisters, who were seized from a van, were left behind by the gunmen, police said. Their brother, Mohammed Bansil, noted that his sisters were seized while tackling the very issues at the root of the decades-old minority Muslim unrest in the southern Philippines. “Instead of filming, they now have become the story,” he told The Associated Press. Ritz Lee Santos, who heads Amnesty International Philippines, said that the sisters have been longtime human rights volunteers. “It’s sad that they were taken because they went to Sulu to tell the whole country about the struggles of poor Muslims,” he said. Pay taxes in anticipation of immigration reform

A study by the non-partisan Congressional Budget Office (CBO) projects that the passage of the bill would reduce the US deficit by an estimated $200 billion in the first 10 years and another $700 billion in the second decade. The CBO study indicates that with 11 million new taxpayers, the United States could substantially reduce its budget deficit in the next 20 years after the law is implemented. An expected stipulation in the immigration reform bill is the requirement for immigrants to pay back taxes before being allowed to acquire permanent legal status. Palace: No rush to release NBI findings on sea killing

INQUIRER FILE PHOTO MANILA, Philippines—The Philippines is under no compulsion to simultaneously release with Taiwan its report on the May killing of a Taiwanese fisherman, allegedly by Philippine coast guards, in the waters off Batanes, Malacañang said on Wednesday. “Remember, these are parallel reports. As far as we know, when we are ready to release the report, as the President would order us, we will do so,” said Presidential spokesman Edwin Lacierda. According to Lacierda, President Aquino was still reviewing the National Bureau of Investigation (NBI) report on the fatal shooting of Taiwanese Hung Shih-chen in the waters off Balintang Channel last May 9. Video as evidence Taiwan and the Philippines conducted parallel investigations of the incident that set off a diplomatic row between the two. Justice Secretary Leila de Lima has confirmed that the NBI had recommended the filing of criminal and administrative charges against personnel of the Philippine Coast Guard (PCG) over Hung’s killing. The NBI has submitted its findings to the Department of Justice after its investigation, which entailed examining the vessels involved in the incident—the Taiwanese fishing boat and the Philippine patrol boat, which is owned by the Bureau of Fisheries and Aquatic Resources and manned by PCG personnel. LTO: Over 6,000 drug users kept off the road from January to April

More than 6,000 applications for driver’s license have been rejected by the Land Transportation Office (LTO) in the first four months of the year after the applicants tested positive for illegal drug use. “Na-prevent natin itong mga nag-positive from being a risk to their fellow motorists,” Dr. Louie Miranda of the LTO Central Office told GMA News Online by phone Tuesday. The LTO has expressed reservations over Republic Act 10586 or the Anti-Drunk and Drugged Driving Act of 2013, which scraps mandatory drug testing from the list of requirements needed in applying for a driver’s license. Citing latest data, Miranda said the 6,670 rejected applicants were placed under alarm, meaning they were barred from driving and can apply again only after six months. Although the number represents only a small percentage of those who applied for a driver’s license, it still shows that mandatory drug test is effective in preventing drug users from becoming licensed drivers, Miranda said. “Maliit siya pero ang punto is nakapag-prevent tayo ng more than 6,000 na applicants from getting their license or from renewing it,” he said. Padilla set to leave post as govt chief negotiator in talks with NDF

The government’s chief negotiator with the communist-led National Democratic Front (NDF) is set to leave his post after he was nominated as head of the Philippine Health Insurance Corporation (PhilHealth). Alexander Padilla, who chairs the government peace panel with the NDF, said Tuesday that while he has not formally resigned from his post, he will only stay with the panel until the Office of the Presidential Adviser on the Peace Process (OPAPP) finds his replacement. “I’m in transition. That’s based on the premise that there’s an impasse. Meron pa akong reports na kailangang isubmit,” Padilla said in a phone interview. He added that he wanted to focus more on his new job as PhilHealth president and chief executive officer. In a separate text message, presidential peace adviser Teresita Deles said Padilla’s decision did “not come as a surprise,” since the peace panel chair has long notified her about his plans to leave the panel. “We have agreed that he [Padilla] will stay on to ensure a smooth transition. The rest of the panel remains in place and the work continues to proceed,” Deles said. Palace: P18,000 for informal settlers not meant to boost Mar Roxas' 2016 chances

The P18,000 to be given to families living near Metro Manila waterways is not meant to boost Interior Secretary Manuel “Mar” Roxas II’s chances of winning the presidency in 2016, a Palace spokesperson said Tuesday. At a news briefing, deputy presidential spokesperson Abigail Valte said the relocation of informal settlers living near waterways has been planned even before Roxas’ stint at the Department of Interior and Local Government (DILG). She added that it was the late DILG Secretary Jesse Robredo who began planning moving the informal settlers away from the waterways. “Everybody understands na hindi naman po agaran na makakapagtayo ng medium-rise structure. It took some time to plan and, also, natagalan din po tayo sa pagpili ‘nung mga communities,” Valte said. The President’s spokesperson also said that the DILG is not the only agency in charge of the plan to give P18,000 to enable families near waterways to find temporary housing. She said the Department of Social Welfare and Development (DSWD) will be the one to supervise the disbursement of this amount. Valte further said that Vice President Jejomar Binay, who also has plans to seek the presidency in 2016, will also participate in the relocation project, being the head of the Housing & Urban Development Coordinating Council.
