Despite recent advances in food technology, hunger is still a big problem in our country. Over 7 million children experience hunger and malnutrition in the Philippines because of inadequate access to nutritious food, lack of nutrition education and poor health and sanitation services.

Robi del Rosario knows this problem too well, and has developed a novel way to address it: “Aquaponics” – the science of growing plants without soil in a way that almost anyone can replicate.

His Barangay Aquaponics project aims to help marginalized communities to solve one of their biggest concerns: the lack of access to healthy, nutritious food.

“The United Nations stated [that] to end world hunger, we need to have localized food systems. And we feel that aquaponics will be part of the future in how we produce food, because it’s not only sustainable, it will also help address our nutrition problem, especially the children,” Del Rosario told Rappler.

The simple system looks complicated but is actually pretty easy to replicate: a fish tank is positioned right below a grow bed, and waste generated by fish like tilapia and shrimp are converted to food for the plants by nitrifying bacteria. The plants, in turn, filters and recirculates the clean water back to the fish, where the cycle begins again.

According to Del Rosario, the system is very low maintenance – after it’s been setup, there’s very little to look after and maintain.

The system is also very efficient in terms of the space required and needed – you can have as much as 100 pieces of tilapia and shrimp as well as 50 plants like lettuce and herbs, all in a one-meter square. Total cost to start? Around Php 15,000.

Of course, Del Rosario faces unique challenges with his system, chief of which is educating communities how to setup and use his Aquaponics system.

To further spread the benefits of the Barangay Aquaponics system, Del Rosario said that his group is looking at potential partnerships with several companies as part of their corporate social responsibility programs. His project has also won the 2016 Hack Society workshop, as well as the Forest Foundation Philippines’ 2017 Pitch Fest.

Del Rosario’s buy one, give one social business concept where his group provides an aquaponics system to marginalized communities whenever anyone buys one from them, also spreads awareness about the benefits of Barangay Aquaponics.

Filipina nurse hits the jackpot in Abu Dhabi raffle draw

An overseas Filipino worker became a millionaire after winning the Big 10 Millionaires Series 184 raffle draw in Abu Dhabi. Filipina nurse Leilani Quijano del Rosario hit the jackpot of the monthly raffle draw conducted by Big Ticket at the Abu Dhabi International Airport Arrivals area. Del Rosario was the lone woman among 10 new millionaires awarded Dh1 Million each, or about Php14 Million. The OFW who has been working in Abu Dhabi for 14 years said “her win was ‘unexpected’ though she regularly bought tickets for the draw,” according to an Expat Media report. The 47-year-old nurse has also revealed she will use her winnings for the education and living expenses of her three children, and pay off loans in the Philippines. She also said she will share her cash prize with 15 friends and will only keep Dh200,000 for herself. Del Rosario joins the major winners list of the longest-running raffle draw in Abu Dhabi which has been giving out cash prizes and luxury items for 25 years. Bill seeks to increase monthly stipend of senior citizens

An elderly survivor evacuated from the disaster zone of typhoon Haiyan is wheeled past a V-22 Osprey on tarmac after arriving on a military plane at Villamor Air Base in Manila November 13, 2013. Philippine officials have been overwhelmed by Haiyan, one of the strongest typhoons on record, which tore through the central Philippines on Friday and flattened Tacloban, coastal capital of Leyte province where officials had feared 10,000 people died, many drowning in a tsunami-like wall of seawater. (MNS photo) MANILA (Mabuhay) – A lawmaker has filed a measure increasing the monthly stipend of senior citizens from P500 to P1,000. House Bill 3731, authored by Rep. Anthony del Rosario (1st District, Davao del Norte), also seeks to lower the age of coverage from the present 77 years old to 70 years old. Del Rosario said the present age requirement is no longer reasonable considering today’s average lifespan of senior citizens. “The coverage should be lowered so that our elderly will be able to avail of the benefits longer into their twilight years,” Del Rosario said. The measure amends Republic Act 7432, as amended, otherwise known as the Expanded Senior Citizens Act of 2010. “The time is ripe to re-visit the provisions embodied in the existing law and uphold the time-honored principle that those who have less in life should have more in law,” Del Rosario stressed. “It cannot be denied that over the years the prices of commodities have increased and by increasing the senior citizens’ purchasing power, this Read More …

Del Rosario bids Chinese Ambassador Ma ‘fond’ farewell

Chinese Ambassador to Manila, Ma Keqing. FILE PHOTO MANILA, Philippines—Despite the frayed ties between the Philippines and China over unresolved territorial disputes, Foreign Secretary Albert del Rosario gave outgoing Chinese Ambassador to Manila Ma Keqing a cordial farewell on Monday. As Ma prepared to end her two-year Manila posting, Del Rosario hosted a farewell lunch before the Christmas break, describing her as “our dear friend.” Del Rosario said he hoped Ma would share with the Chinese people her experience of the “kindness, warmth and courage of the Filipino people.” “Our farewell exchange was friendly and positive,” Del Rosario told the Inquirer of his last meeting with Ma at a Manila hotel. In his toast, Del Rosario acknowledged how “challenges” have marked the relations between the Philippines and China, an indirect reference to disputes over the resource-rich West Philippine Sea (South China Sea). “Your posting here has been marked by challenges. Notwithstanding, Ambassador, you have experienced the kindness, warmth and courage of the Filipino people. You were able to know more of how the Filipinos feel, think and act to uphold what we believe is right,” said Del Rosario in his remarks, a copy of which was furnished the Inquirer. “Our friendship is historic and deep, and we hope this bond will enable us to surmount the challenges so that our two countries can flourish in the spirit of deep mutual respect,” said the Philippines’ top diplomat. Recounting Ma’s response, Del Rosario said the outgoing envoy also acknowledged the challenges and Read More …

OFWs in Egypt urged anew to cooperate in ongoing evacuation

By Tarra QuismundoPhilippine Daily Inquirer 1:48 pm | Saturday, August 24th, 2013 Department of Foreign Affairs (DFA) secretary Albert del Rosario AP FILE PHOTO MANILA, Philippines — Foreign Secretary Albert del Rosario has renewed government’s call for Filipinos in Egypt to cooperate in the ongoing mandatory evacuation, citing the worsening instability in the Arab country. The Philippine Embassy in Cairo also advised Philippine citizens across Egypt to immediately contact the post to sign up for repatriation and stay indoors while awaiting evacuation as the strife-torn country remains under a state of emergency. “Our two visits in Cairo within the last 12 days to assess the security situation have convinced us that the marked deterioration in peace and order, exacerbated by complex political challenges has called for the raising of our alert level to mandatory repatriation,” said Del Rosario, who arrived this week from his second visit to Cairo. He ordered the declaration of Crisis Alert Level 4 for some 6,000 Filipinos in Egypt on Monday after seeing for himself that the situation was no longer safe. Government also has a standing order barring the deployment of new workers to Egypt and the return of Egypt-based Filipinos currently on vacation out of the country. “This is the highest level possible, and we therefore strongly urge our countrymen in Egypt to register with the Philippine Embassy in Cairo for early repatriation,” said Del Rosario. The Department of Foreign Affairs (DFA) said only trickles have signed up for repatriation as Filipinos in Egypt Read More …

9 places on DFA’s shortlist of possible Apec venue

By Matikas SantosINQUIRER.net 5:31 pm | Tuesday, August 13th, 2013 DFA Undersecretary for International Economic Relations Laura Q. Del Rosario. Photo from http://www.philippineembassy-usa.org MANILA, Philippines – With at least two years before the country hosts the annual Asia-Pacific Economic Cooperation (Apec) Summit in November 2015, the Department of Foreign Affairs (DFA) has already shortlisted nine places throughout the Philippines where the meetings of delegates from 21 countries in the Pacific rim will be held. The places are Clark, Metro Manila, Tagaytay, Legazpi City, Iloilo City, Boracay, Bacolod City, Davao City, and Cebu City, DFA Undersecretary for International Economic Relations Laura Q. Del Rosario told reporters in an interview. “These are the locations that are under serious consideration. [They] were reviewed as having passed the initial requirements [and will be subject to] further evaluation,” she said. Among the initial requirements for the cities to be able to host the many meetings of delegates are access and accommodations. “The locations must have airports and should be within one hour commute from the hotel and convention center,” Del Rosario said. Some of the meetings would be attended by hundreds of participants and this will require that the convention center must have enough space to sit them all together and the hotels there must also have sufficient rooms. There are around eight ministerial meetings, four senior officials meetings, and then the highlight APEC summit. Del Rosario said that instead of just assigning which Local Government Units (LGUs) will host the meetings, they asked them Read More …

New US envoy acceptable to PH, says Del Rosario

By Tarra QuismundoPhilippine Daily Inquirer 6:55 am | Friday, August 2nd, 2013 Foreign Affairs secretary Alberto del Rosario. INQUIRER FILE PHOTO MANILA, Philippines—The Philippines has accepted US President Barack Obama’s nomination of the next ambassador to Manila pending the latter’s confirmation in the US Congress, Foreign Secretary Albert del Rosario said on Thursday. This developed as the nomination of Assistant Secretary Philip Goldberg, current head of the US Department of State’s Bureau of Intelligence and Research (INR), has raised concerns among militant groups given his expulsion from Bolivia, his last overseas assignment. “We’ve already issued the agreement and I think he will be going through the US Senate. So we’re hopeful … we think that he will be a very good ambassador,” Del Rosario said, referencing to the document that incoming chiefs of mission present to their host countries as a diplomatic courtesy. He said he had not met Goldberg, a career diplomat, not even during his stint as Philippine ambassador to the United States. Asked about concerns about the envoy’s record in Bolivia, Del Rosario replied: “I don’t want to comment on that because I don’t know the circumstances.” Militant umbrella group Bagong Alyansang Makabayan (Bayan) is wary of Goldberg’s nomination, saying it “may signal intensified US intervention in PH affairs as the US moves more troops and ships toward Asia under its strategic pivot.” Goldberg was booted out of La Paz in 2008, two years into his term as US ambassador, after Bolivian President Evo Morales, a known Read More …

Lack of mention of China during SONA ‘good judgment’ - DFA

Foreign Secretary Albert Del Rosario on Monday said he was glad President Benigno Aquino III made no mention of the territorial disputes with China in his fourth State of the Nation Address. “I think it was good judgment on the President’s part not to mention it,” Del Rosario said on the sidelines of the SONA at the Batasan Complex. “It’s like when you’re in dispute and you’re already in court, you really don’t discuss the issue.” “I think the plans are clear, because the train has left the station. We filed for arbitration and we’re waiting for the process to continue,” he added. The Philippines sought arbitration under the UN Convention on the Law of the Sea (UNCLOS) last January to have China’s nine-dash claim declared “illegal.” China’s territorial claims cover almost all the South China Sea, including sections that have been declared as the West Philippine Sea. Del Rosario also said he saw no need for the president to mention the issue of disputed territories, as the decision of the UN Arbitral Tribunal would be final. Also, Presidential Spokesperson Edwin Lacierda echoed Del Rosario’s sentiments. “Ngayon gumagalaw sa UNCLOS na ngayon, so there’s really nothing to discuss na, nasabi na rin ng Pangulo at ng Department of Foreign Affairs [lahat ng dapat sabihin,]” he said. The International Tribunal convened last week in the Netherlands to look at the complaint lodged by the Philippines. Del Rosario invites Chinese foreign minister to Manila

By Tarra QuismundoPhilippine Daily Inquirer 4:03 pm | Thursday, July 4th, 2013 Foreign Secretary Albert del Rosario. AP FILE PHOTO MANILA, Philippines—Foreign Secretary Albert del Rosario has invited Chinese Foreign Minister Wang Yi to visit Manila for “consultations” as the Philippines wished to defuse tensions over the West Philippine Sea (South China Sea). In a brief interview Thursday, Del Rosario told reporters that Wang said “he will consider” the invitation. The two top diplomats  had a “testy exchange” over the dispute at the close of the recent Association of Southeast Asian Nations ministers’ meeting in Brunei, where the regional maritime question became a centerpiece issue. “What might be of interest is I invited the (Chinese) foreign minister to come and visit Manila so that we can have a full and constructive discussion on all issues,” Del Rosario said. “I indicated to him that perhaps it’s time for him to do this because I have been to Beijing three times since I became foreign minister and all throughout that time, we have had no visits from the Chinese foreign minister,” he added. Del Rosario did not deny what  happened behind closed doors during Sunday’s tense meeting in Bandar Seri Begawan, where he reportedly rebuffed Wang’s speech in which the Chinese official enumerated complaints against the Philippines over the West Philippine Sea. “I don’t think I should be discussing that but I did not deny what has been reported. As I said, there’s probably no need to add to it,” Del Rosario Read More …

3 OFWs confirm sex abuses

By Tarra QuismundoPhilippine Daily Inquirer 3:16 am | Tuesday, June 25th, 2013 Foreign Secretary Albert del Rosario: Institutionalized sexual exploitation. AP FILE PHOTO MANILA, Philippines—The testimonies of three women who claimed they were abused by a Filipino labor officer in Saudi Arabia bolstered allegations of “institutionalized” sexual exploitation of distressed migrant workers in Philippine embassies in the Middle East, Foreign Secretary Albert del Rosario said Monday. Speaking to reporters after two days of consultations with heads of Philippine diplomatic missions in the Middle East and North Africa, Del Rosario said he had widened the investigation of the allegations to include missions in Southeast Asia and Hong Kong that also have shelters for distressed migrant workers. Del Rosario said he had ordered home the Philippine ambassadors to Singapore and Malaysia and consul general in Hong Kong for consultations. The three women and a witness met with Del Rosario and other officials of the Department of Foreign Affairs (DFA) and officials of the Department of Labor and Employment last Friday and told them that they were sexually abused by a labor officer in the Philippine Embassy in Riyadh, Saudi Arabia, who handled their requests for repatriation. “Certain allegations were confirmed by the three alleged victims who spoke with me on June 21. For the most part, however, until other victims and witnesses come forward, all other allegations, including sex rings, remain as allegations requiring further investigation,” Del Rosario said.
