At least five areas were placed under Storm Signal No. 3 as Typhoon Labuyo (Utor) moved closer to Aurora province Sunday morning, state weather forecasters said.

PAGASA said Labuyo was estimated at 160 km northeast of Virac, Catanduanes, or 270 km east-northeast of Daet, Camarines Norte as of 10 a.m.

In its 11 a.m. advisory, PAGASA said Labuyo packed maximum winds of 150 kph near the center and gustiness of 185 kph.

Labuyo was moving west-northwest at 19 kph and is expected to be in the vicinity of Casiguran, Aurora, Monday morning.

By Tuesday morning it is expected to be 270 km northwest of Sinait, Ilocos Norte, or in the northwest boundary of the Philippine area of responsibility.

Rainfall

PAGASA said Labuyo may bring rainfall of 7.5 to 25 mm per hour (heavy to intense) within its 600-km diameter.

It advised residents in low-lying and mountainous areas under storm signals to be alert against possible flash floods and landslides.

Also, it warned residents in coastal areas under signals 2 and 3 to be alert against storm surges.

PAGASA also said Labuyo will enhance the southwest monsoon which will bring moderate to occasionally heavy rain over the rest of Southern Luzon, Visayas and Mindanao.

PAGASA: Tropical Depression Isang off Quezon coast, Signal 1 up over north Luzon

(Updated 6:20 a.m.) In its 5 a.m. Tropical Cyclone Warning, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said that the low pressure area east of Infanta, Quezon has developed into a tropical depression named Isang. This has prompted PAGASA to raise Public Storm Signal Number 1 over Ilocos Norte, Ilocos Sur, Abra, Ifugao, Cagayan including the Calayan and Babuyan Group of Islands, Isabela, Quirino, Aurora, Mt. Province, Kalinga and Apayao. Those living in areas under the Storm Signal are alerted against possible landslides and flashfloods. As of 4 a.m., the center of Isang was estimated to be 300 km east of Infanta, and had maximum winds of 45 kph. Estimated rainfall within its 300 km diameter is between 5-15 mm per hour (moderate-heavy). Isang was moving west-northwest at 19 kph. It is expected to be 20 km east of Tuguegarao City by Wednesday moring. By Thursday it is expected that Isang will be 230 km northwest of Itbayat, Batanes. — DVM, GMA News

PAL says remaining Saturday flights to go on as scheduled

Despite bad weather, the remaining flights of Philippines Airlines and its budget carrier PAL Express on Saturday will go on as scheduled. “This clarification is being issued by PAL amid concerns of possible flight cancellations due to the current weather disturbance,” the flag carrier said in its 7 p.m. advisory. PALex earlier canceled its flights to Catarman and Calbayog. “Tomorrow, passengers are being advised to expect some delays… Passengers will be advised accordingly, should there be flight cancellations,” the advisory said.
