SC upholds verdict vs. Bar watcher who brought camera during exams

For bringing a digital camera to the 2011 Bar examinations and taking pictures of the questionnaires, a Court of Appeals employee has been permanently disqualified from supervising the exams. In a six-page decision, the Supreme Court upheld an Office of the Bar Confidante (OBC) report finding Melchor Tiongson guilty of simple misconduct, as well as of violating the “Instructions to Head Watchers” when he brought his camera inside the Bar exam room at the University of Santo Tomas in Manila in November 2011. Tiongson brought his digital camera inside Room 314 of St. Martin De Porres Building in UST during the second Sunday of the Bar exams. According to Tiongson’s three fellow watchers, while they were counting the pages of the questionnaires after the morning examination, Tiongson took pictures of the Civil Law questionnaire using his digital camera. “Tiongson allegedly repeated the same act and took pictures of the Mercantile Law questionnaire after the afternoon examination,” said the high court in recounting the facts of the administrative case. During investigation of the OBC, Tiongson admitted bringing in his digital camera. He said he refused to surrender his camera to the badge counter personnel for fear that it will not be handled and kept properly. DOH chief: No official results yet on MERS virus test conducted on OFW

Health Secretary Enrique Ona on Friday denied reports that the overseas Filipino worker (OFW) who was earlier diagnosed as having the Middle East Respiratory Syndrome (MERS) coronavirus is now negative for the virus. In a phone interview, Ona said the official results of the tests conducted by the DOH on the Filipino male nurse from the United Arab Emirates (UAE) has not yet been released. “Wala pa pong official results. I hope it is [negative]. Hinihintay pa po natin. Siguro by tomorrow, or later tonight, ine-expect natin ang results,” Ona said Friday. Earlier in the day, various news outlets quoted a supposed Department of Health (DOH) statement as saying that the OFW earlier tested positive for the MERS coronavirus no longer has the virus. Ona said the DOH has not issued any such statements. “Narinig ko nga lang ‘yung balita. Huwag muna kayong maglabas kasi mali iyon,” the DOH chief said. On Wednesday, the DOH confirmed that the Filipino male nurse from UAE as the first reported case of the MERS virus in the Philippines. The OFW underwent laboratory exams in UAE after being exposed to the Filipino paramedic who died from MERS last week, but immediately left for Manila. PCG: 2 coast guards implicated in Taiwan fisherman’s death have lawyered up

The Philippine Coast Guard on Thursday revealed that two PCG members ordered arrested in connection with the fatal shooting of a Taiwanese fisherman last year have consulted their lawyers. “They have their private lawyers already,” PCG spokesman Lt. Cdr. Armand Balilo told GMA News Online in a text message. The two, Coast Guard Commanding Officer Arnold Dela Cruz and Seaman First Class Mhelvin Bendo, have lawyered up after a Cagayan court ordered their arrest for obstruction of justice in connection with the death of Hung Shih-cheng in disputed waters in May 2013. The warrants were issued by the Municipal Trial Court Branch 11 in Sta. Ana, Cagayan. The judge set the bail at P12,000 each, which can be posted in any trial court in the Philippines, Navera said. However, when asked if the two have posted bail, Balilo said he was not aware of Dela Cruz and Bendo’s current status with the law. “I have no information of their whereabouts,” he said. The charges against the two stemmed from the alleged falsification of Dela Cruz’s unit’s monthly gunnery reports “in order to reflect a smaller amount of ammunition used during the shooting incident,” according to the National Bureau of Investigation (NBI), which investigated the case. Gloria, Dato Arroyo propose training academies for teachers

For former President and now Pampanga Representative Gloria Macapagal Arroyo and her son, Camarines Sur Representative Diosdado “Dato” Arroyo, teachers should not stop learning after they graduate from college. The Arroyos have proposed the creation of national teacher academies all over the country to train teachers how to teach subjects areas such as math, science and history, which are commonly taught in elementary and secondary schools. House Bill 3042, also known as the Teaching Profession Act of 2013, mandates the establishment of national teacher academies by qualified recipients which have been awarded grants by the Department of Education on the basis of a competitive bidding process. Each grant authorizes a five-year operation of the national teacher academy, renewable after the period. Higher education institutions, a private non-profit educational organization or a combination of these two will be eligible to apply for the grants. The academies will hone teachers’ skills in subject areas such as basic skills and literacy instruction, civics and government, national writing project, mathematics, foreign languages, history, geography and sociology, economics, life sciences, physical sciences, and the arts, including art, music and the performing arts. Under the proposal, academy staff should be selected from the most accomplished and prominent scholars in the relevant fields of study and in the methodologies. DOH wants all Etihad EY 0424 passengers tested for MERS virus

All passengers of an Etihad flight that arrived in Manila on April 15 must immediately contact The Department of Health because it was the same carrier taken by a Filipino male nurse, who was diagnosed as having the Middle East Respiratory Syndrome (MERS) virus, to fly back to the Philippines.   “To rule out the possibility that they may have been similarly exposed to the MCV, the DOH is directing all those who traveled with this worker on Etihad Flight Number EY 0424 that arrived at the NAIA on 15 April, to call up DOH,” the department said in a press statement.   The DOH is now conducting an intensive search for people who may have had possible contact with the male nurse.   Passengers may call the DOH through telephone numbers 711-1001; 711-1002; 0922-884-1564; 0920-949-8419; 0915-772-5621.   Following the death of a Malaysian national on April 13, who went on a pilgrimage to Mecca, DOH spokesperson and Assistant Secretary Eric Tayag said Filipinos who traveled to Mecca for umrah should also report any illness when they return to the Philippines.   The Malaysian national is said to be the first MERS-related death in Asia and outside the Middle East.   A report by The Star said the man developed respiratory complications after returning from Mecca.   First reported in Saudi Arabia in 2012, MERS is a novel virus often referred to as the Middle East version of the severe acute respiratory syndrome or SARS. NDRRMC: Yolanda death toll hits 6,300 mark nearly 6 months after typhoon

Nearly six months after super Typhoon Yolanda (Haiyan) devastated the Visayas area, the death toll continued to rise and reached 6,300 as of Thursday. The National Disaster Risk Reduction and Management Council said seven more, all from Tacloban City, were added to the list of fatalities. “Seven people in Tacloban City were added to the list… to which the total of dead individuals increased to 6,300,” it said in its update. It also said 1,061 remain missing while 28,689 were injured. Meanwhile, the NDRRMC said the damage to property caused by Yolanda now stands at P89,598,068,634.88. Lacson: Distribution of Yolanda funds by Mar Roxas appropriate  

Following  allegations of politicking against administration officials, rehabilitation czar Panfilo Lacson on Thursday defended the move of Interior Sec. Mar Roxas to distribute funds to typhoon-hit areas. In a statement, Lacson said “some people” questioned why it was Roxas and not the rehabilitation czar who distributed the checks for the reconstruction of public buildings in areas affected by super Typhoon Yolanda. Lacson said that while the Presidential Assistant for Rehabilitation and Recovery (PARR) has the power to recommend rehabilitation measures to the President, the power to implement plans and programs still remains with the appropriate government agencies. “When it comes to the distribution of funds for the reconstruction of structures like municipal buildings, public markets and civic centers, the DILG (Department of Interior and Local Government) is the agency that has the power to implement the distribution of such funds,” he said. “[So] it was natural and appropriate for DILG Secretary Roxas to be the person distributing such funds since DILG is the government agency with the power to implement the distribution,” he added. He also clarified it was he, after consultation with the League of Municipalities, who recommended to the President that funds for the reconstruction of municipal buildings, public markets and civic centers be “downloaded” directly to the mayors. “We were grateful that the President, Budget Secretary Abad and DILG Secretary Roxas acted favorably and implemented our recommendation to fast-track the distribution of funds to the mayors,” he said. Traffic builds up along NLEX, SLEX as Holy Week exodus continues

Vehicles continue to build up in several points along the North and South Luzon Expressways Thursday morning as more Filipinos continue to head for provinces for the Holy Week. As of 10:07 a.m., traffic along the Calamba Toll Plaza in SLEX has become moderate, with the queue of vehicles reaching 1.2 kilometers, the Toll Regulatory Board said on Twitter. Ambulant tellers have been deployed and a counterflow lane has been opened.  A 500-meter queue is also building up along the SLEX toll plaza in Ayala, Alabang. The traffic situation along the northbound lanes from Calamba and Ayala, meanwhile, remains light. As of 10:08 a.m., the traffic is moderate to heavy along NLEX from Mindanao Avenue in Quezon City to Balagtas Interchange in Bulacan, the Tollways Management Corporation (TMC) tweeted.  The traffic flow also ranges from moderate to heavy in the northbound lane from Balintawak Toll Plaza to Sta. Rita Interchange. The same traffic situation has also been reported from Bocaue Interchange to Dau in Pampanga. The queue of vehicles along the Dau Toll Plaza has reached approximately 1 kilometer, according to TRB. The Philippines once again ranked as the third most deadly country for journalists in the world, based on the report of the international watchdog Committee to Protect Journalists (CPJ). Based on the CPJ’s 2014 Global Impunity Index, the Philippines retained its third worst spot on the list, which it has held since 2010. No schedule yet for Napoles’ surgery, lawyer says

More than two weeks after alleged P10-billion pork barrel scam mastermind Janet Lim-Napoles was brought to Ospital ng Makati, there is still no definite date yet when she will undergo surgery for her cyst in the uterus. Lawyer Bruce Rivera, Napoles’ counsel, said the doctors have yet to discuss with the patient the result of the biopsy conducted on her last April 8. The result was supposed to be released three days after the procedure was done. “No date (on the surgery) as of yet. Mayroon na raw na resulta pero hindi pa alam ni Mrs. Napoles, hindi pa siya nakakausap ng duktor. Yung mga duktor hindi pa pwedeng magsalita hanggang hindi pa nila nakakausap si Mrs. Napoles. After Holy Week na siguro magkakaroon ng conference on that,” Rivera said in a phone interview with GMA News Online. Napoles, according to doctors, has myoma uteri. She has complained of profuse vaginal bleeding and abdominal pain since late last year. Dr. Perry Ishmael Peralta, Ospital ng Makati medical director, earlier said the result of the endometrial biopsy would show if the cyst is benign or malignant.
