Belmonte: House needs to agree to implement suspension order vs. CGMA

The House of Representatives has yet to implement a Sandiganbayan suspension order against Pampanga Rep. Gloria Macapagal-Arroyo because members must agree to suspend her first. In a compliance report submitted to the Sandiganbayan Fourth Division on September 23 but only made available to media on Friday, House Speaker Feliciano Belmonte Jr. said that the order has been sent to the House Committee on Rules, chaired by Majority Floor Leader Neptali Gonzales, so that it can be scheduled in the Order of Business during plenary hearings. “The Speaker, in compliance with the order of the Honorable Court, has transmitted and referred the same to the Majority Floor Leader for the action of the House of Representatives,” Belmonte said, attaching a copy of the transmittal record. Belmonte pointed out that as a collective body, implementation of any order from the court must first pass the approval of the other members of the House through deliberations in the plenary. “Consistent with the rules and procedure of the House of Representatives, an order from the court or judicial tribunal is transmitted to the plenary for its collective action,” Belmonte said. On September 11, the Fourth Division issued a memorandum reminding Belmonte to implement the suspension order, saying that it “has already attained finality, the accused having opted not to file any motion for reconsideration.” The Fourth Division issued the 90-day suspension order against Arroyo for graft charges in connection with her alleged involvement in the anomalous $329-million NBN-ZTE deal in June. — Elizabeth Marcelo/JDS, Read More …

By Maila Ager |INQUIRER.net 3:12 pm | Wednesday, October 1st, 2014 Metro Rail Transit Line 3 MANILA, Philippines—To address the    problem    of long lines in the     Metro Rail    Train 3 system, the government had    considered    buying    second-hand    rails from Spain, Transportation Secretary    Joseph Emilio Abaya told a Senate hearing    on    Wednesday. Abaya admitted this during the hearing of the    Senate sub-committee on transportation    after    the chairman of  Fil-Estate    group,    Roberto Sobrepeña, told the body     that     the     Department of Transportation and    Communication    (DOTC) during the past administration suggested buying second-hand trains    when he was still with the    MRT Consortium  (MRTC). “They had the idea that it would be cheaper if we bought second    hand    trains    in 2007,” Sobrepeña    said, responding    to queries of Senator Francis “Chiz” Escudero. “This took us aback and we refused    to actually offer    the government second-hand trains. This    led to a long impasse and    discussions and letter-writing and I think we wrote a total of 15 letters to the DOTC with regard to this including    refusing to buy    second hand trains,” he said. But Sobrepeña said    the MRTC’s    repeated    proposals to buy additional trains and improve the    MRT3 system fell on deaf ears, which    prompted     his group to enter into a cooperation    agreement with the    Metro Pacific Investments    Corp. He said    the MRTC    even formally    wrote the    DOTC    to say    that    they were not     in favor of buying  hand-me-down trains. Aquino didn’t snub Filipinos in US—Palace

By Kristine Angeli Sabillo |INQUIRER.net 2:59 pm | Sunday, September 28th, 2014 President Benigno Aquino III talks to reporters during an interview in New York, Tuesday, Sept. 23, 2014. AP MANILA, Philippines – Malacañang on Sunday denied accusations that President Benigno Aquino III deliberately snubbed a Filipino community in California during his trip to the United States last week. “LA (Los Angeles) was not in the itinerary from the start,” Communications Secretary Herminio Coloma Jr. told INQUIRER.net. Coloma was reacting to media reports that the Filipino-American community in Los Angeles was upset that Aquino did not take time to visit them despite dropping by a gun shop and a hamburger restaurant in San Francisco, also in California. He said Aquino spent most of his short time in San Francisco meeting with business leaders. “During the short period of time his plane was in San Francisco, the President met with leaders of two multinational companies on entertainment and banking who expressed interest in investing or expanding their current participation in the robust economy of our country,” Coloma explained. The Filipino American Community of Los Angeles (Facla) told TFC’s “Balitang America” that they have long been trying to invite Aquino to their Facla Hall, which was one of the last places his father, the late Senator Benigno “Ninoy” Aquino Jr., visited before he was assassinated. But Coloma said he was not aware of any plan for Aquino to visit Los Angeles. “We ask for their understanding. The President’s itinerary was quite hectic: Read More …
