Pag-Ibig asks CA to stop order that it keep lending to Globe Asiatique borrowers

The Home Development Mutual Fund, more commonly known as the Pag-Ibig Fund, on Tuesday asked the Court of Appeals to stop a Makati ruling ordering it to continue releasing money to borrowers of embattled Globe Asiatique Realty Holdings Corporation, whose president Delfin Lee is being pursued by authorities for a P6.65-billion syndicated estafa case. In an 85-page petition for special civil action for certiorari, the the HDMF contested a January 30 and December 11, 2012 ruling of Makati Judge Eugene Paras favoring Globe Asiatique. Earlier, HDMF had terminated its agreements with Globe Asiatique after a post-audit of the realty firm revealed that it “fraudulently fabricated hundreds of loan applications, using fictitious applicants/buyers and spurious loan documents.” In Paras’ rulings, however, he ordered the HDMF to enforce the terminated agreements again and release more large sums of money to Globe Asiatique. The petitioner said the judge only conducted “summary proceedings, without the benefit of a full-blown trial, all in the face of the massive and wholesale fraud perpetrated by GARHC against HDMF and its member-contributors.” The HDMF insisted that the termination of the agreements was “just and warranted” under Article 1191 of the Civil Code of the Philippines. PNP chief: Don't vote for candidates who pay protection money to NPA

Philippine National Police Director General Alan Purisma on Tuesday cautioned voters against voting for politicians who pay rebel groups money in exchange for the right to campaign peacefully, saying that these candidates, if elected, might squander government funds. “Actually, yung politician pag alam natin na nagbibigay sa kaaway ng gobyerno, bakit natin iboboto? Baka ipamigay lahat ng resources natin. So that is a signal for us citizens na huwag natin silang iboto,” Purisima told reporters in a chance interview following a press conference at PNP headquarters in Camp Crame. Brillantes: 29 disqualified party-list groups might be allowed to run in May 13 polls

At least 29 party-list organizations earlier disqualified by the Commission on Elections for not representing marginalized sectors might be allowed to participate in the May 13 polls while 10 others will be cancelled, poll chairman Sixto Brillantes said Tuesday. Brillantes said since the commissioners have different positions on the matter, the en banc will put the matter to a vote by Thursday. He said they are still reviewing the case of the concerned party-list groups. “Iba-iba kami ng posisyon. Magvovoting kami sa Thursday. We are deciding already to allow approximately 29 to 30 and cancel the remaining 9 to 10. Hindi pa kami naga-agree,” he told reporters. The names of the party-list groups are included in the ballot. The Supreme Court earlier this month remanded to the Comelec the case of the party-list organizations the latter disqualified and ordered it to conduct “evidentiary hearings.” The High Tribunal adopted new parameters in the qualification of national, regional and sectoral parties under the party-list system which the Comelec used in determining which party-list organizations will be allowed or not. Family of murdered Pangasinan mayor clears solon, governor

No less than the family of slain Infanta, Pangasinan mayor Ruperto Martinez have said that suspect Pangasinan governor Amado Espino Jr. and Pangasinan Rep. Jesus Celeste could not have been involved in the killing. In a sworn statement submitted during Tuesday’s preliminary investigation of the murder complaint, the victim’s widow, Crisanta Martinez, admitted being “surprised” when the National Bureau of Investigation (NBI) informed them that Espino and Celeste were implicated in the killing. “Pilit kaming pinapipirma ng reklamo ng NBI laban kina Governor Espino at Congressman Celeste subalit kami ay tumanggi dahil alam namin na walang katotohanan ang paratang na iyon,” Mrs. Martinez said. “Sinabi namin sa NBI na imposible ang paratang na iyon dahil sina Governor Espino at Congressman Celeste ay parehas malapit at kaalyado ng aming ama sa ilalim ng partidong Nationalist People’s Coalition,” she added. BOC inks pact with Russia, Netherlands

Commissioner Ruffy Biazon said this would boost the Bureau of Customs’ (BOC) campaign against all forms of smuggling, commercial fraud and transnational crimes. He said the agreements would initiate information exchanges for the benefit of all countries and provide assistance in the areas of trade statistics, customs law enforcement, human resource development, technical know-how and trade facilitation. In a text message to the Inquirer on Monday, Biazon said these were the second and third agreements entered into by the BOC since he assumed office in September 2011. “The first agreement, which involved Mexico, was signed last year,” he said. Biazon disclosed the BOC was holding exploratory talks and negotiations for similar arrangements with a number of nations. He did not identify the countries. “We’ve had similar agreements with the United States, South Korea, Australia, China, Taiwan and Israel. Unesco sending marine experts to Tubbataha to assess damage

YVETTE LEE/CONTRIBUTOR MANILA, Philippines — The Paris-based United Nations Educational, Scientific and Cultural Organization is sending a team of experts to Tubbataha Reef to assess the damage wrought by the grounding of the USS Guardian, a US Navy minesweeper, in January. This was confirmed to the Philippine Daily Inquirer on Monday by Cecile Guidote-Alvarez, director of the Unesco Dream Center in Manila and wife of Heherson Alvarez, head of the Climate Change Commission, an agency attached to the Office of the President. Guidote-Alvarez said Unesco’s World Heritage Center was also organizing a “five-day meeting of marine experts aimed at strengthening conservation and management practices at Tubbataha Reef National Park.” “The meeting will be held in Puerto Princesa City from May 20 to 24,” she said, quoting Dr. Hubert Gijzen, director of the Unesco Regional Science Board for Asia and the Pacific and Unesco representative to the Philippines, Indonesia, Malaysia, Timor Leste and Brunei. Gijzen apparently responded to Heherzon Alvarez’s call for an “independent assessment” by Unesco of the damage caused by the Guardian after it got stuck on the reef for over two months. Japanese national arrested for fake visa extension stamps on passport

Immigration Commissioner Ricardo David Jr. identified the Japanese national as Hidenobu Yuzawa, 38. Yuzawa went to the bureau’s main office in Intramuros, Manila to have his stay extended. Yuzawa’s application for extension of stay was, however, rejected after personnel at the BI visa extension section discovered two fake visa extension stamps on his passport. He was then endorsed to the BI intelligence division, charged with immigration law violation at the legal division and committed to the BI detention center in Bicutan, Taguig. Yuzawa, meanwhile, explained that a travel agent helped him extend his visa. David said foreigners can avoid the scheme by personally extending their visas at the BI or by engaging travel agencies accredited by the bureau.  The list of the agencies can be viewed at www.immigration.gov.ph. 2 recruitment agencies lose licenses over collection of placement fees

Santos Philippine Daily Inquirer 8:25 am | Friday, April 26th, 2013 MANILA, Philippines—For allegedly violating the rule on placement fee, two recruitment agencies engaged in the recruitment and placement of household service workers to Hong Kong have been stripped of their licenses to operate by the Philippine Overseas Employment Administration (POEA). According to the Society of Hong Kong Accredited Recruiters of the Philippines (SHARP), an association of Hong Kong deploying agencies, the POEA issued the orders of cancellation against All Pro Staffing & Constructing Services and ABC Manpower Agency Inc. with offices, respectively, at Cubao, Quezon City and San Isidro, Makati. The two agencies belong to the top 10 agencies deploying household service workers to Hong Kong, said SHARP. The cancellation came on the heels of the moratorium on deployment of household workers to Hong Kong staged by SHARP member associations. SHARP initiated the moratorium on Feb. 27 to convince the Hong Kong employers and its counterpart Hong Kong employment agencies to pay the costs of recruitment instead of passing them on to the household service workers in the form of excessive placement fee.  It was lifted after a month as a substantial number of Hong Kong employment agencies agreed to the new terms of recruitment based on no placement fee. “The cancellation, I believe, is part of the pro-active position undertaken by the POEA with respect to the pronounced goal of the moratorium, which is to attain a hiring system of absolutely no placement fee for Read More …
