MANILA – President Rodrigo Duterte on Thursday, October 5, reminded the members of the Philippine Army to remain loyal to the Constitution and to the people as he led the Philippine Army’s 58th change of command ceremony at Fort Bonifacio, Taguig City.

“Maintain your loyalty to the Constitution and to the flag. Do not nurture a personal or a person diyan,” the President said in his address before the troops.

“Kaming lahat diyan sa gobyerno, dumadaan lang. But it behooves upon you, I said, to see to it that this country will grow, prosper until the end of time,” he said.

The President also said he wants to leave the presidency with a strong army and police that can respond to simultaneous attacks. But to achieve that goal, the Armed Forces and the Philippine National Police must upgrade their equipment and capability to cope with the present challenges, especially in fighting terrorism, he said.

One of the President’s suggestions is for the Armed Forces to use its properties and forge join ventures with the private sector. The AFP could enter into long-term lease agreements to fund its modernization program.

“I’ll give you this place. Lahat ito with a one sole condition. ‘Yung lahat kikitain ninyo diretso sa inyo. At gawain ninyo ang gusto ninyong gawin tomodernize. Pera ‘yan. Malaking pera ‘yan. Just start to lease here — trillion ito. But I would need the money in the coming years also to meet your expenses,” Duterte said.

“Buy all the equipment you need to meet the challenges way, way ahead,” he said. He also said that soldiers and policemen will also receive a higher pay by January next year.

The President meanwhile praised the country’s soldiers after a recent survey showed that the Philippine Army got an impressive +75 net trust rating in the first semester of 2017.

“It’s a testament of the troops’ commitment to protect the people and defend the democratic rights,” Duterte said.

Duterte also commended the AFP and the PNP for their efforts to quell rebellion in Marawi City.

“As an experience from the Middle East, it takes a lot, about half a year or three months. And I am not surprised and you should not be surprised that it has taken this long really to move inch for inch. Because of the prepositioned maneuvers by the enemies and the fact that you have to breach semento pati bakal. And that takes a lot of hard work,” he said.

“Maswerte tayo dito, in a very short time and I would credit it to the Armed Forces of the Philippines and the toil of the Philippine National Police. Hindi ho madali ‘yung trabaho na ‘yan,” he added.

The President also mentioned the ongoing campaign against communist insurgents. “We are fighting the New People’s Army. At this stage, I am not ready to talk to them because it is not good for the country. Eh kung para lang sa bayan, okay ‘yan. But the way that it is now, ayaw ko. And maybe it would take some time to… maybe another President to do it,” he said.

President Duterte meanwhile said outgoing Army chief Lt. Gen. Glorioso Miranda will join the board of the Bases Conversion and Development Authority (BCDA). Major General Rolando Bautista, former head of the Presidential Security Group (PSG), succeeded Miranda as Army chief. (PND)

Court allows Napoles to undergo medical checkup

Detained businesswoman Janet Lim-Napoles, the alleged mastermind in the P10-billion pork barrel scam, will undergo transvaginal ultrasound and other medical tests on Wednesday, February 26, a Makati court said Monday. Judge Elmo Alameda of Makati Regional Trial Court branch 150 allowed Napoles’ request for a comprehensive medical examination to check a cyst on her ovary. The judge ordered the Philippine National Police regional office 4-A, which has custody over Napoles, to transfer her from her detention cell in Fort Sto. Domingo in Laguna to Camp Crame General Hospital Quezon City. Napoles earlier requested the court that she undergo a comprehensive gynecological test, a transvaginal ultrasound examination, a comprehensive medical checkup, as well as to be admitted to a reputable hospital. She initially wanted to have the checkup at St. Luke’s Medical Center in Taguig City, but her lawyer and the government prosecutors agreed during the hearing on Monday to have it at Camp Crame hospital. Napoles has been in detention since August last year over a serious illegal detention case filed by her former employee Benhur Luy, a whistleblower in the pork barrel scam case. She is also facing plunder complaints before the Office of the Ombudsman in connection with the scam and the alleged misuse of Malampaya funds. In a one-page order issued on Monday, Prosecutor General Claro Arellano, head of the National Prosecution Service which is under the DOJ, said they were consolidating two cases because they “arose from the same incident, founded on the same factual and legal issues involving same parties.” The consolidated cases included the rape case filed with the Taguig City Prosecutor’s Office by model-stylist Deniece Cornejo against Navarro, who was mauled by friends of Cornejo led by Cedric Lee inside the Forbeswood Condominium at the Bonifacio Global City. The rape case was consolidated with a separate case filed with the DOJ by Navarro against his own accuser, Cornejo, Lee and several other involved in the mauling. Navarro filed cases of illegal detention, serious physical injuries, grave threats, grave coercion, illegal arrest, and blackmail. Korean fugitive caught in Boracay after failing to pay hotel bill

The fugitive was identified as Kim Jin Soo, 25, who is now being held at the Bureau of Immigration’s detention center in Bicutan, Taguig City. He faces deportation upon the issuance of an order from the Bureau’s Board of Commissioners. The Korean, who has been overstaying since December last year, was initially arrested by tourist policemen in Boracay for allegedly failing to pay his hotel bill and was turned over to immigration officials. The bureau of Immigration said the South Korean embassy had sought its assistance in locating the fugitive so he could be made to answer embezzlement charges against him in South Korea. Agri chief denies rice crisis, vows to go after ‘saboteurs’

Deputy presidential spokesperson Abigail Valte said the National Food Authority will name the parties behind the hoarding of rice will be named soon, but not while an investigation is still ongoing. She said the NFA is not keen on publicizing names at this time, lest those involved be tipped off. MANILA, Sept 9 (Mabuhay) – There is no rice crisis. This was the categorical statement from the government as it vows to go after “influential people” potentially involved in rice smuggling who are floating the rice shortage scenario, Agriculture Secretary Proceso Alcala said Monday. IT solutions provider opens new Makati office

MANILA, Philippines – Information technology (IT) solutions provider Fritz and Macziol Asia Inc. has opened a new office in Makati City as it seeks to expand its workforce and operations. Ernesto Alfredo Cruz, Fritz and Macziol Asia senior vice president for sales and marketing, said in an interview that the company decided to move to Zuellig building in Makati City from the Net One Center in Taguig City as part of its expansion plan. “We are already expanding…We were occupying two floors (in Taguig) and we need more. We needed an additional floor but they couldn’t give us anymore,” he said. The size of the new office, he said, is double the space previously occupied by the company and would allow the company to hire more IT professionals. “Initially, in the workforce, we are targeting to add 30 to 40 percent,” he said. Palace belies extradition claim from Kiram camp

In a press conference Monday at the Kiram’s residence in Maharlika Village in Taguig City, the sultan’s daughter Princess Jacel Kiram claimed that the family had received information from sources “within the government” about plans to turn in the Kirams to the Malaysian government. PNoy satisfied with results of Serendra blast probe

President Benigno Aquino III is satisfied with the results of the investigation on last Friday’s explosion at the Two Serendra condominium building in Taguig City that left three people dead, Malacañang said Friday. Aquino, however, asked investigators to continue being vigilant to truly determine the source of the gas leak that resulted in the explosion, said deputy presidential spokesperson Abigail Valte. “The president was updated last night [and he] was satisfied with the results,” Valte said at a press briefing in Malacañang. “Kung matatandaan ninyo po ang mahigpit na bilin ng pangulo doon sa interagency task force ay siguraduhin that the findings will stand the scrutiny of anyone and that findings will be based on the evidence that was gathered on site,” she added. Earlier in the day, Interior and Local Goverment Secretary Mar Roxas II announced based on the result of the investigation, a gas leak and not a bomb caused the deadly blast. Speaking to reporters at his residence in Taguig City, Kiram maintained that while he allowed his brother, Sultan Bantilan Esmail Kiram II, to meet with Interior Secretary Mar Roxas, he did not give the green light to negotiate in behalf of the sultanate. “The truth is I don’t like him to talk to anybody.
