MANILA  (Mabuhay) — The National Disaster Risk Reduction and Management Council (NDRRMC) on Wednesday reported the number of deaths at 45 and 900,000 people affected in Mindanao by tropical depression “Agaton” which has now weakened into low pressure area (LPA).

“Agaton”’s prolonged rains induced flash flood and landslides in Mindanao the past several days.

NDRRMC partial official death toll was recorded with 18 in Region 11 or Davao Region, 19 in Caraga Region, seven in Region 10 (Northern Mindanao) and one in Region 9 (Zamboanga Peninsula).

Most of the deaths are attributable to landslides and drowning, it said.

The NDRRMC also said the number of injured persons rose to 68, while eight are still missing in Regions 9, 10, 11 and Caraga.

Damage caused by the tropical depression was estimated to P369,142,178.22, including P128,513,750.00 in infrastructure and P240,628,428.22 in agriculture in Regions 10, 11 and Caraga.

In its 6:00 a.m. update Wednesday, the NDDRMC said that 186,543 families or 895,572 persons were affected in 846 barangays in 103 municipalities in 15 provinces of Regions 10 (Northern Mindanao), 11 (Davao Region), Caraga and Autonomous Region in Muslim Mindanao (ARMM).

Of these, 55,501 families or 260,478 persons were displaced and being served inside 585 evacuation centers.

It added that 50 roads and 25 bridges were rendered impassable in Regions 8, 10, 11 and Caraga.

As of 7:00 p.m. Tuesday, 639 passengers and nine vessels along with 111 rolling cargo vessels and five motor bancas were stranded.

The NDRRMC said the number of damages houses increased to 2,130 — with totally damaged houses reaching 837 while 1,293 were partially damaged.

The disaster agency reported 16 incidents of landslides, six flooding and flash floods and two maritime incidents in Regions 8, 9, 10, 11, Caraga and ARMM.

It added that total cost of government assistance for the affected families has reached P60,381,514.34 worth of relief goods from the combined resources of the Department of Social and Welfare Development (DSWD) that allocated P16,015,498.42; local government units (LGUs) in Regions 11 and Caraga amounting to P43,718,443; and Department of Health allocating P647,572.

Meanwhile, NDRRMC also reported that the Agusan del Sur Chapter team assessed the landslide area in Sibagat; distributed relief Tuesday to 500 families in the municipality of Bunawan and 250 families in San Francisco town.

The NDRRMC also distributed food items to 624 families in Surigao City and Surigao del Norte; deployed 2 teams on Tuesday for relief distribution in Claver, Higakit and Surigao City to 660 families; and provided hot meals to 128 individuals and first-aid treatment to 12 persons in Ligan City. DOTC: Bad weather forces 2 flight cancellations

Bad weather in Bohol prompted the cancellation of at least two domestic flights Sunday, the Department of Transportation and Communications said. In a post on its Twitter account, the DOTC said the affected flights, between Manila and Bohol, belonged to air carrier Cebu Pacific. The canceled flights included: – 5J-617: Manila to Tagbilaran– 5J-618: Tagbilaran to Manila Earlier, state weather forecasters warned of rain over Visayas and parts of Mindanao as a low-pressure area neared Surigao City. PAGASA said Visayas and Zamboanga Peninsula, Northern Mindanao, Caraga and Davao “will experience cloudy skies with moderate to occasionally heavy rain showers and thunderstorms which may trigger flash floods and landslides.” — LBG, GMA news

DepEd adds 7 languages to mother tongue-based education for Kinder to Grade 3

At least seven more languages have been added to the Department of Education’s Mother-Tongue-Based Multi-Lingual Education (MTB-MLE) program. The DepEd said this brought to 19 the number of major local languages used as medium of instruction from Kinder to Grade 3. In a news release, the DepEd said the additional languages are: – Ybanag for pupils in Tuguegarao City, Cagayan, and Isabela – Ivatan for Batanes – Sambal in Zambales – Aklanon in Aklan, Capiz – Kinaray-a in Capiz, Aklan – Yakan in Autonomous Region in Muslim Mindanao – Surigaonon covering Surigao City and provinces. The other 12 local languages used in MTB-MLE are: – Tagalog – Kapampangan – Pangasinense – Iloko – Bikol – Cebuano – Hiligaynon – Waray – Tausug – Maguindanaoan – Maranao – Chabacano. MTB-MLE is implemented in two modules: first, as a learning/subject area; and second, as a medium of instruction. DepEd Secretary Armin Luistro said the use of the same language spoken at home in the early grades “helps improve the pupils’ language and cognitive development in addition to strengthening their socio-cultural awareness.” Citing local and international studies, the DepEd said using the mother tongue inside the classroom during the learners’ early years of schooling may produce better and faster learners who can easily adapt to learn a second (Filipino) and third language (English). — ELR, GMA News

PAGASA: LPA off Surigao intensifies into TD Gorio

A low-pressure area east of Surigao on Thursday night intensified into a tropical depression and was locally codenamed Gorio. PAGASA, in its 11 p.m. advisory, said Tropical Depression Gorio was estimated at 520 km east of Surigao City, with maximum winds of 45 kph near the center. Tropical Depression Gorio was forecast to move north-northwest at 7 kph. PAGASA said Gorio is forecast to be 420 km east of Surigao City by Friday evening. By Saturday evening, it is expected to be 410 km northeast of Surigao City, and about 270 km east of Virac, Catanduanes by Sunday evening. PAGASA said Gorio may bring rainfall of 5 to 15 mm per hour (moderate to heavy) within its 300-km diameter. Also, the weather service said Tropical Depression Gorio will enhance the southwest monsoon, “which will bring moderate to occasionally heavy rains and thunderstorms over the eastern section of Visayas and Mindanao.” PAGASA advised the public and disaster coordinating councils concerned to take appropriate actions. — DVM, GMA News

PAGASA: LPA hovering off Surigao City; floods, landslides threaten Bicol, Vis-Min

Flash floods and landslides threaten parts of Bicol, Visayas and Mindanao as a low-pressure area hovered off Surigao City Sunday morning, state weather forecasters said. PAGASA said the LPA is embedded along the inter-tropical convergence zone and was estimated at 460 km east of Surigao City as of 4 a.m. “Bicol region, Central and Eastern Visayas and Mindanao will experience cloudy skies with moderate to occasionally heavy rain showers and thunderstorms which may trigger flash floods and landslides,” it said in its 5 a.m. bulletin. It added Palawan and the rest of Visayas will be “cloudy with light to moderate rain showers and thunderstorms.” Metro Manila and the rest of Luzon will have “partly cloudy to cloudy skies with isolated rain showers or thunderstorms,” it said. PAGASA said Metro Manila may expect temperatures of 25 to 34 degrees Celsius, while Tuguegarao City may expect temperatures of 25 to 33 degrees Celsius. Meanwhile, PAGASA said moderate to strong winds from the southwest to southeast will prevail over Central and Southern Luzon and from the east to southeast over Northern Luzon and the coastal waters along these areas will be moderate to rough.
