The National Disaster Risk Reduction and Management Council went on blue alert Thursday evening for the possible effects of Tropical Storm Santi (Nari).

In its 6 p.m. update, the NDRRMC said blue alert went into effect at noon, meaning at least half its personnel should be ready to respond to contingencies at any time.

Also, it said it will continuously monitor and disseminate weather bulletins and weather forecasts to disaster management councils at the local level.

For its part, the Coast Guard advised watercraft plying Catanduanes routes to suspend their operations, even as its units in Catanduanes and Albay are on heightened alert.

The Department of Social Welfare and Development prepositioned P104.59 million in emergency relief resources.

Death toll from ITCZ rises to 13

Meanwhile, the NDRRMC said the death toll from the heavy rain from the inter-tropical convergence zone rose to 13 Thursday.

In its Thursday update, the NDRRMC said the latest fatalities included Ruel Patrociño, 17, of Tumaga in Zamboanga City; and Rose Flores, 38, of Mangusu Vitali in Zamboanga.

Patrociño died from drowning while Flores was electrocuted, it said.

The NDRRMC also said the ITCZ rain had affected 31,223 families or 138,195 people in 150 villages in 16 towns and nine cities in 10 provinces.

Of these, 5,912 families or 26,828 people are in 46 evacuation centers. — BM, GMA News

The rain that fell over Metro Manila may continue in the next 24 hours due to the inter-tropical convergence zone, state weather forecasters said Tuesday afternoon. PAGASA said in its 5 p.m. bulletin that the ITCZ is across Southern Luzon and Visayas, and indicated the rest of Luzon and Visayas may also expect more rain. “Metro Manila and the rest of Luzon and Visayas will experience cloudy skies with light to moderate rain showers and thunderstorms,” it said. It added Mindanao will be “partly cloudy to cloudy with isolated rain showers or thunderstorms.” Earlier Tuesday, rain fell over parts of Metro Manila, causing floods that rendered some roads impassable to vehicles. Rain continued to fall on the metropolis Tuesday evening. Wednesday outlook Also, PAGASA said moderate to occasionally strong winds from the southeast to south will prevail over the western section of Luzon and its coastal waters will be moderate to occasionally rough. The early morning rain that fell on parts of Metro Manila on Tuesday was due to the inter-tropical convergence zone and not to any weather disturbance near the Philippine area of responsibility, state weather forecasters said “Ang ITCZ ang umiiral. Ang habagat, sa ngayon, hindi siya nakakaapekto sa Pilipinas. Nasa West Philippine Sea ang habagat,” PAGASA forecaster Samuel Duran said in an interview on dzBB radio. PAGASA’s 5 a.m. bulletin said the ITCZ was presently across southern Luzon and Visayas. Metro Manila, Ilocos, Cordillera, Central Luzon, Calabarzon, Mimaropa, Bicol, Visayas and Caraga will experience “cloudy skies with light to moderate rain showers and thunderstorms.” The rest of the country will be “partly cloudy to cloudy with isolated rain showers or thunderstorms,” it added. Meanwhile, moderate to occasionally strong winds from the southwest will prevail over Palawan and its coastal waters will be moderate to occasionally rough. Cloudy skies and rainy weather may prevail over several parts of the country in the next 24 hours due to the Inter-tropical Convergence Zone, state weather forecasters said Saturday afternoon. PAGASA, in its 5 p.m. bulletin, said the ITCZ is affecting mainly Palawan and Mindanao, even as parts of Southern Luzon, Bicol, Visayas and Mindanao may expect rain. “Mimaropa, Bicol region, Eastern Visayas and Mindanao will experience cloudy skies with light to moderate rain showers and thunderstorms,” it said. It added Metro Manila and the rest of the country will be “partly cloudy to cloudy with isolated rain showers or thunderstorms.” PAGASA also said light to moderate winds from the east to southeast will prevail over Luzon and Visayas and coming from the east over Mindanao. The coastal waters throughout the archipelago will be slight to moderate, it added. PAGASA said in its weather bulletin early Sunday morning that the Bicol region, Central and Eastern Visayas and Mindanao will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flash floods and landslides.” PAGASA Tropical Depression Emong will affect parts of the Philippines until at least Friday, state weather forecasters said. PAGASA forecaster Jun Galang also said they are monitoring a cloud formation that could become a low-pressure area off Ilocos later this week. “[Ang epekto nito] itong buong week hanggang Friday. Kung walang pagbabago by Thursday makakalabas ng Philippine area of responsibility,” Galang said in a Monday interview on dzBB radio. While Tropical Depression Emong was too far to directly affect any part of the country, it would enhance the southwest monsoon, which will bring rain mainly to Luzon and Visayas. PAGASA, in its 11 p.m. advisory, said Tropical Depression Emong was estimated to be 380 km east of Legazpi City as of 10 p.m. It said Emong packed maximum winds of 45 kph near the center and is forecast to move north-northwest at 13 kph. “Tropical Depression Emong is still far to directly affect any part of the country. However, it will bring moderate to occasionally heavy rains and thunderstorms over southern Luzon, Visayas and Mindanao,” it said. It added Emong “is likely to intensify within the next 24 to 48 hours.” PAGASA said Tropical Depression Emong is expected to be at 360 km northeast of Legazpi City by Monday evening, and 400 km east of Aparri, Cagayan by Tuesday evening. By Wednesday evening, it is forecast to be 530 km northeast of Aparri, Cagayan. Flash floods and landslides may be expected in parts of Bicol and Eastern Visayas in the next 24 hours from the inter-tropical convergence zone (ITCZ), state weather forecasters said Wednesday afternoon. In its 5 p.m. bulletin, PAGASA said the ITCZ is affecting the Bicol region, Visayas and Mindanao, and may bring moderate to heavy rain. “Bicol region and Eastern Visayas will experience cloudy skies with moderate to occasionally heavy rain and thunderstorms which may trigger flash floods and landslides,” it said. Calabarzon, Mimaropa, the rest of Visayas and Mindanao will have cloudy skies with light to moderate rain showers and thunderstorms, it added. Also, PAGASA said Metro Manila and the rest of Luzon will be “partly cloudy with isolated rain showers or thunderstorms mostly in the afternoon or evening.” On Thursday, Metro Manila may expect temperatures of 25 to 34 degrees Celsius while Tuguegarao City may expect temperatures of 25 to 37 degrees Celsius. Angeles and Olongapo Cities may expect temperatures of 25 to 33 degrees Celsius. Meanwhile, PAGASA said light to moderate winds from the east to southeast will prevail over Northern and Central Luzon and coming from the east to northeast over the rest of the country.
