Some P11.5 million from President Benigno Aquino III’s Priority Development Assistance Fund (PDAF) has been misspent by the city government of Cagayan de Oro. In its 2012 report, the Commission on Audit (COA) said the fund was not used for its intended purpose, which was the “repair, rehabilitation and reconstruction of school buildings, irrigation systems, flood control and roads and bridges in areas affected by calamities.” Instead, the money was spent on the construction of Indahag Water System Phase 2, which the COA said was not included in the specific list of relief and rehabilitation projects approved by the Department of Budget and Management. The COA said while deviation from the list is allowed, a prior approval of the Office of the President is required by the rules. “As noted, construction of (the) water system is not among the projects or activities to be funded from the PDAF. Any proposed changes, modifications or revision of the defined uses or purposes thereof require prior consent and/or approval of the grantor, in this case, the President of the Philippines or his authorized representative,” the COA said. State auditors said the city administrator has explained that the city government viewed the PDAF allocation as a lump-sum subsidy, which was why it did not wait for the President’s approval when it implemented the water system project. President Benigno Aquino III on Tuesday said he plans to replace Antonio Nangel as head of the National Irrigation Authority (NIA). “Maliban na lang kung magkaroon ako ng amnesia mula ngayon hanggang mamaya, wala akong balak irenew siya [Nangel],” the President said. He added that he has ordered a probe on NIA’s funds after he found out from the Department of Budget and Management that the agency was able to spend its entire budget in the past years without completing its projects. President Benigno Aquino III on Tuesday revealed that he plans to appoint former Iloilo Rep. Janette Garin, one of the primary authors of the controversial reproductive health (RH) bill, as health undersecretary. “She will bring a lot of political savvy to the Department of Health and will enhance the cooperation between the DoH, the local government units and the national government,” the President said. President Benigno Aquino III on Tuesday led the distribution of 22,603 pistols to Philippine National Police (PNP) officers as part of the government’s effort to arm each police officer in the country with a handgun. Glock 17 9mm automatic pistol Aquino, himself a gun enthusiast, handed the brand-new Glock 17 Generation 4 pistols to some PNP officers in turnover ceremonies at the National Police headquarters in Camp Crame, Quezon City. According to the PNP, each pistol was bought for P16,569, much lower than its current retail price of P40,940. The PNP said the government was able to save P200 million for the handguns. According to the Glock website, the Glock 17 is the “world’s most popular pistol.” The unit specifically given to PNP officers has a reversible enlarged magazine catch and a dual recoil spring assembly, among other features. The pistols distributed by the President were part of the 74,879 handguns procured by the PNP as part of the P1-billion contract signed last September to fully fill up the handgun requirements of the police force. The handgun contract was signed last year after the PNP and Department of Interior and Local Government (DILG) officials faced a Senate inquiry for a plan to procure allegedly overpriced assault rifles. Guns will no longer be allowed, and security measures will be tightened inside the House of Representatives after former Cagayan de Oro first district Rep. Benjo Benaldo was found bleeding from an apparent self-inflicted gunshot wound at the South Lobby last week. Those entering the Batasan complex in Quezon City, including congressmen, must now undergo strict inspection, according to report on GMA News TV’s State of the Nation on Monday night. Even congressmen and their security personnel will not be allowed to bring guns inside, the report said. “We have a standing policy na hindi naman talaga allowed ang guns in the House. In fact, may areas of surrendering,” Atty. Marilyn Barua-Yap, Sec. Gen., House of Representatives, said in the same report. Bodyguards are supposed to leave their guns with the Legislative Security Bureau, but the rule was not strictly implemented, according to Antipolo City Rep. Romeo Acop, who suggested stricter regulations on carrying firearms inside the House of Representatives. “I suggest that we revisit our regulations on carrying firearms. Let us find out if regulations are lacking or the rules are not implemented,” Acop, a former police general, said on Friday. A total of 10,064 people were stranded while at least two roads in Eastern Visayas were impassable in the wake of Tropical Storm Gorio (Rumbia), the National Disaster Risk Reduction and Management Council said Saturday evening. In its 6 p.m. update, the NDRRMC said the stranded were in Central Visayas, Southern Luzon, Bicol, Northern Mindanao and Eastern Visayas. The NDRRMC said 83 vessels, 1,031 rolling cargoes and 21 motor bancas were also stranded. Of the 10,064 stranded passengers, 2,604 were from Southern Luzon, 2,949 from Bicol, 99 from Northern Mindanao, and 2,628 from Eastern Visayas. Some of the stranded passengers in Eastern Visayas were brought to Pulam Bato Elementary School. In Bicol, the NDRRMC said a minor landslide briefly rendered the Masbate-Cataingan-Placer-Daraga Road impassable, but clearing operations made it passable again. At least two roads in Eastern Visayas – Barangay San Pablo in Naval, Biliran and Barangay Capokpok in Tabango, leyte – were impassable due to soil erosion and flooding respectively. Meanwhile, at least 23 flights of four airlines were canceled due to bad weather, including those of Philippine Airlines Express, Cebu Pacific, Zest Air and South East Asian Airlines. In Luzon, the Department of Health in Ilocos activated its operations center and stockpiled medicines, and mobilized medical response and health assessment teams. We must understand that oftentimes, when somebody tries to kill himself, there is something wrong with him mentally…that is the best way the Church understands those who try to kill themselves,” said Fr. Francis Lucas, executive secretary of the Catholic Bishops’ Conference of the Philippines-Episcopal Commission on Social Communication and Mass Media. However, the CBCP official refused to comment on the case of outgoing Cagayan de Oro (First District) Rep. Metro Manila and at least 19 other areas were placed under Storm Signal No. 2 Saturday afternoon as Tropical Storm Gorio (Rumbia) accelerated further and was over Sorsogon Bay, state weather forecasters said. PAGASA also said there is a chance Gorio may pass Metro Manila Sunday morning, and exit the Philippine area of responsibility Monday morning. A report by radio dzBB’s Paulo Santos quoted Perez as saying Gorio may pass Metro Manila’s southern part Sunday. But Perez also allayed fears of Gorio causing dams in Luzon to overflow. “Walang [pang dam na] umaabot sa high water level,” he said. PAGASA’s 5 p.m. advisory said that as of 4 p.m., Gorio was estimated at 40 km southeast of Legazpi City, with maximum winds of 65 kph near the center and gustiness of up to 80 kph.
