A weather disturbance, a low-pressure area, off Mindoro has a slim chance of becoming a cyclone, at least while it is inside the Philippine area of responsibility, state weather forecasters said Thursday. PAGASA forecaster Alvin Pura said the LPA, which is 170 km west of Calapan in Mindoro Oriental, is moving away from the Philippines. “Hindi ito inaasahang maging bagyo sa loob ng Philippine Area of Responsibility (PAR),” Pura said in an interview on dzBB radio. But should the LPA become a cyclone within the PAR, it will be locally codenamed “Huaning,” he said. In the meantime, Pura said the LPA may bring light to moderate rain. Metro Manila and at least 19 other areas were placed under Storm Signal No. 2 Saturday afternoon as Tropical Storm Gorio (Rumbia) accelerated further and was over Sorsogon Bay, state weather forecasters said. PAGASA also said there is a chance Gorio may pass Metro Manila Sunday morning, and exit the Philippine area of responsibility Monday morning. A report by radio dzBB’s Paulo Santos quoted Perez as saying Gorio may pass Metro Manila’s southern part Sunday. But Perez also allayed fears of Gorio causing dams in Luzon to overflow. “Walang [pang dam na] umaabot sa high water level,” he said. PAGASA’s 5 p.m. advisory said that as of 4 p.m., Gorio was estimated at 40 km southeast of Legazpi City, with maximum winds of 65 kph near the center and gustiness of up to 80 kph. It was moving northwest at 24 kph and is expected to be 60 km northwest of Iba, Zambales Sunday afternoon, “after passing Metro Manila in the morning.” By Monday afternoon it is expected to be 560 km northwest of Sinait, Ilocos Sur, and out of the Philippine Area of Responsibility (PAR). A low-pressure area east of Surigao on Thursday night intensified into a tropical depression and was locally codenamed Gorio. PAGASA, in its 11 p.m. advisory, said Tropical Depression Gorio was estimated at 520 km east of Surigao City, with maximum winds of 45 kph near the center. Tropical Depression Gorio was forecast to move north-northwest at 7 kph. PAGASA said Gorio is forecast to be 420 km east of Surigao City by Friday evening. By Saturday evening, it is expected to be 410 km northeast of Surigao City, and about 270 km east of Virac, Catanduanes by Sunday evening. PAGASA said Gorio may bring rainfall of 5 to 15 mm per hour (moderate to heavy) within its 300-km diameter. The southwest monsoon and the inter-tropical convergence zone may bring rain to parts of northern Luzon, Visayas and Mindanao Monday, state weather forecasters said. PAGASA forecaster Manny Mendoza also said the high tide may cause water levels to rise as it may go as high as 1.46 meters for the day. “Ang 1.46 meters, medyo mataas na yan,” he said in an interview on dzBB radio. PAGASA’s 5 a.m. bulletin said the high tide would reach its peak at 9:53 a.m. Earlier Monday, local governments in Malabon City and in Obando, Bulacan had suspended classes for the day in anticipation of floods brought by the high tide. Monsoon rain PAGASA’s 5 a.m. bulletin said the weak southwest monsoon was affecting the western sections of northern Luzon while the inter-tropical convergence zone was affecting Southern Mindanao. “The regions of Ilocos, Cordillera Administrative Region, Cagayan Valley, Western and Central Visayas, Zamboanga peninsula and SOCCSKSARGEN will experience cloudy skies with light to moderate rain showers and thunderstorms,” it said. Malacañang on Friday said President Benigno Aquino III wasn’t playing favorites when he announced that all employees of the Department of Public Works and Highways (DPWH) will receive a P10,000 bonus on the department’s anniversary. “Kapag nagkakaroon po talaga sila ng anibersaryo ang isang ahensiya o isang departamento ng pamahalaan, meron po talagang instances na nagkakaroon, nagbibigay iyong what they call, ‘milestone anniversary bonuses,’ doon ho sa mga kawani. So hindi po ito unique sa DPWH,” deputy presidential spokesperson Abigail Valte said at a press briefing. In a speech during the DPWH’s 115th anniversary celebration Thursday, Aquino lauded the department for its “fast, honest and reliable” execution of the government’s infrastructure programs. He also announced that he has approved a P10,000 anniversary bonus for all DPWH employees and officials. As more heavy rains threaten Metro Manila, President Benigno Aquino III met with Cabinet officials on Tuesday afternoon to tackle the status of flood control projects in the country’s capital region. Deputy presidential spokesperson Abigail Valte said the President called for the meeting last week to “be apprised of all the flood control projects that is going on” in Metro Manila. The meeting was ongoing as of posting time. “The master flood control plan is in various stages. Those that are doable are already being done,” Valte said at a press briefing. She added that Aquino will also tackle contingency measures during floods and the relocation of informal settlers in waterways during his meeting with the Cabinet officials. Tropical Depression Emong moved closer to Catanduanes province in Bicol before noon Monday but state weather forecasters said it is not likely to make landfall over any part of the country. PAGASA forecaster Alvin Pura said their models show that while Emong may intensify in the next 24 hours, it is also likely to veer north and head for Taiwan. “Hindi inaasahan natin itong mag-landfall.
